General Operations Manager (GOM)

at Locke Solutions is a high-impact leadership position critical to driving operational excellence, cost efficiency, and customer satisfaction at our Houston headquarters. Reporting to the Director of Operations, this role oversees all operational functions from sales order handoff to final product delivery, focusing on strategic growth, continuous improvement, and financial performance. The GOM will lead multi-disciplinary teams across Projects, Engineering, Plant Operations, Quality Control, and HSE, optimizing plant operations through continuous improvement practices, performance metrics, and policies that ensure results and compliance with safety and regulatory standards. This position offers an exciting opportunity for a results-oriented leader with strong business acumen, precast manufacturing expertise, and team-inspiring abilities to achieve growth goals. Responsible for a $40M operation projected to grow to $60M in three years, the GOM will implement strategies that reinforce Locke Solutions’ reputation for responsiveness, quality, and customer service in the precast concrete industry. Key Responsibilities: Operational Leadership Oversee all operational functions related to production, including project management, engineering & design, plant operations, quality control, and logistics, ensuring alignment with Locke’s objectives. Drive $1M in annual savings through process improvements and Lean Manufacturing principles. Develop performance scorecards with KPIs to promote accountability and continuous improvement. Work with the Strategic Supply Chain Manager on JIT inventory systems, geolocation tech, and real-time project tracking. Share best practices across remote plants to optimize resources and production efficiency. Explore and implement innovative technologies, including AI, to enhance production, quality, and customer satisfaction. Customer Focus Foster a responsive, customer-first culture, ensuring high-quality, on-time products. Address scheduling challenges proactively to maintain competitive lead times. Build and maintain strong customer relationships to reinforce Locke’s reputation. Quality, Safety, and Housekeeping Ensure quality standards are met or exceeded across all teams. Promote a safety-first culture, embedding safe practices into daily routines. Support HSE initiatives and promote safety awareness. Maintain a clean and professional facility reflecting Locke’s standards. Team Leadership and Development Engage with teams directly, coaching and addressing challenges in real time. Inspire ownership and accountability among employees and contractors, emphasizing inclusion and wellness. Lead toolbox talks and reinforce core values. Foster a culture of respect, trust, and empowerment. Strategic Planning and Growth Develop and manage budgets, focusing on ROI-driven decisions. Plan for future growth, including yard expansion and M&A opportunities. Collaborate on operational and customer satisfaction improvements, leveraging AI and Lean tools. Stay ahead of industry trends, driving innovation and operational evolution. Qualifications: Education & Experience Bachelor’s degree in Engineering, Business, or related; Master’s preferred. 10+ years in precast or concrete manufacturing leadership, with experience in custom solutions. Proven success managing P&L, efficiencies, and cost savings. Skills & Attributes Strong financial and operational insight. Excellent customer relationship skills. Inspirational leadership and team motivation. Detail-oriented with a focus on quality. Fluency in Spanish preferred. Familiarity with Lean, scorecards, JIT, AI, and project tools.
