The Opportunity

We’re modernizing the backbone of state government—finance, procurement, HR, payroll, budgeting—and we need someone who sees the big picture and knows how to make all the small moving parts work in sync. As a Management Analyst for the Agency Readiness Team, you’ll play a critical role in making sure this ambitious enterprise project stays smart, scalable, and people-focused.

You won’t be sitting on the sidelines—you’ll be embedded in our Business Operations Team, working closely with program leadership to identify inefficiencies, streamline processes, and uncover meaningful insights using data. You’ll be helping us build better systems

and

stronger relationships across state agencies. Whether it’s creating dashboards, troubleshooting data issues, building metrics from scratch, or collaborating on policy improvements, you’ll be the go-to person for turning operational challenges into opportunities.

Your work will directly support the success of the state’s largest-ever technology modernization effort. We’re talking about a project that will impact over 60,000 employees, statewide contractor payments, and services for residents across Washington. You’ll be someone who keeps an eye on the details while always aiming for measurable results.

Duties

One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance, procurement, budget, HR, and payroll processes, utilizing Workday technology. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, all project positions are full-time, and we offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to regularly work beyond the typical 40-hour work week to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What You’ll Work On

In this role, you’ll lead efforts in continuous process improvement, support change management, and bring clarity through well-crafted reports and recommendations. You’ll also help set the standard for how we work—training new team members, maintaining collaboration tools, and encouraging a culture of innovation and learning.

This Includes

Providing professional recommendations to division leadership regarding improvements, compliance, training, workload reduction strategies, and other mission-critical areas leveraging data and analysis Serving on and leading workgroups with a focus on requirement gathering, problem-solving, and program risk mitigation. Providing technical and training support; creating and maintaining standard operating procedures and program wide tools for business processes. Analyzing monthly quality assurance reports and other data to identify opportunities for improvement. Developing and reporting out on activities; supporting metric development and dashboards/reporting around metrics related to hiring, process improvement efforts, vendor management, and organizational development. Assisting with the development and revision of business operations management plans, methodologies and processes. Reviewing program/project performance to determine if project is meeting or exceeding established legislative metric reporting; presenting information through reports and presentations and documenting methodologies used to reproduce and standardize. Developing and tracking resources/costs, vacancies, budget expenditures and forecasted expenditures, performance, communication efforts, training efforts, effectiveness and customer satisfaction.

What we need you to bring:

Required Qualifications

Advanced demonstrated experience in organizational change of business principles and operational processes, along with data visualization to include forecasting and predictive skills using data to anticipate current and/or future data trends and outcomes:

Gathering and analyzing quantitative and qualitative information to support organizational planning and resolution of issues, including creating and establishing performance indicators and developing strategies and action plans to improve business processes. Preparing and presenting complex reports and recommendations to internal and external stakeholders while also leveraging recommendations to implement change and improvement efforts. Advises and assists senior executives and managers with analyzed visual data conclusion based on metrics/trends/reports. Plans oversees, and carries out projects including direction, training, and coordination of assigned staff including the development and utilization of a variety of computer applications including spreadsheets, databases and other application-specific software in order to conduct data analysis, compile and draft complex reports. Leading and influencing project teams in data requirements, data needs, and process improvement as well as implementation efforts. Advanced experience in Smartsheet database (or a similar software tool like Tableau, PowerBI etc.) to analyze large data sets, create data visualization models and dashboards with qualitative and quantitative data analysis. Basic understanding of project management concepts. Highly functional in the suite of Microsoft Office products (to include SharePoint and Visio). Ability to work across the organization to identify process failures and resolve them. Ability to track program metrics, understanding the essentials of KPIs and validation of the work.

Desired Qualifications

Bachelor’s degree in business or related field. Experience working on large enterprise resource planning (ERP) IT projects Expert level SharePoint and Excel knowledge. Certification in Lean. Two years of experience working in quality assurance and process improvement methodologies such as Lean or project management experience. Working knowledge of state government. Demonstrated knowledge of team development principles.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement And Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note:

Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information .

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
