Title: Proposal Manager
Location: San Antonio, TX (Office based – Hybrid Considered)
Summary:
MOCA Systems, Inc. (MSI) is seeking a Work closely with MSI managers to develop comprehensive pricing, qualifications, and teaming proposals based on solicitation requirements. Analyze and interpret client requirements for Requests for Proposals and Requests for Qualifications Coordinate with MSI team members and teaming partners to ensure all proposal materials are compliant with requirements and quality standards Track and manage contract, proposal, and project documents and manage file systems for multiple different contracts and tasks Assist with coordination of rates, budgets, and schedules for contracts and projects Maintain and regularly update team resumes, charge rate matrixes, and service line experience charts Assist in developing standard content libraries, templates, and reusable language for future bids Provide other project support as needed for cost engineering tasks and deliverables for design and construction projects Manage multiple proposals and project tasks simultaneously under tight deadlines, ensuring all submissions meet quality standards and timelines.

Proposal Manager
to join our proven design and construction cost engineering team in support of Federal, State, Local, and Commercial clients nationwide and around the globe. The incumbent is an experienced independent contributor responsible for developing, refining, and organizing written content in support of government proposals and related client deliverables. This role requires strong writing and editing skills, attention to detail, and the ability to translate complex ideas into clear, persuasive narratives aligned with solicitation requirements. The ideal candidate is comfortable working in a fast-paced environment, collaborating with internal teams and subject matter experts to produce high-quality responses for RFPs and other strategic submissions.
Essential Duties:
Work closely with MSI managers to develop comprehensive pricing, qualifications, and teaming proposals based on solicitation requirements. Qualifications:
Bachelor’s degree 5+ years of experience working in construction field strongly preferred Knowledge of government contracting and proposal process desired Excellent writing, editing, and proofreading skills Proficiency in the Microsoft Windows environment and Office applications: Word, Excel, PowerPoint, Outlook, Adobe Acrobat, SharePoint, and OneDrive Ability to work on multiple projects and manage team to meet strict deadlines Ability to work and collaborate within a team environment with a variety of professionals, while at the same time being comfortable working independently and proactively with minimal supervision Strong attention to details
