Role description:
Arcadis is seeking a highly skilled and motivated
Senior Commercial Manager
to support one of the
most iconic and consequential infrastructure initiatives in the United States
— the Gateway Hudson Tunnel Project (HTP).
We are working in partnership with Parsons and Mace as part of the
MPA Delivery Partner team , selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program
— one of the most ambitious and impactful transportation initiatives in the nation
— and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:
Lead and manage the commercial team responsible for contract administration, procurement, cost control, and claims management. Develop and implement commercial strategies to optimize project profitability and minimize commercial risks. Oversee the preparation, negotiation, and administration of contracts, ensuring compliance with contractual terms and conditions. Conduct thorough reviews of contract documents, identifying potential risks and opportunities for cost savings. Manage procurement activities, including bid evaluations, contract negotiations, and supplier/vendor management. Monitor project financial performance, including budget management, forecasting, and variance analysis. Collaborate with project managers, engineers, and stakeholders to provide commercial guidance and support on project decisions. Ensure accurate and timely reporting of commercial status, including cash flow projections, revenue recognition, and cost reporting. Lead commercial negotiations with clients, subcontractors, and suppliers to achieve favorable outcomes for the project. Implement effective risk management strategies to mitigate commercial risks and maximize opportunities for project success.
Qualifications & Experience:
Minimum of 10 years of progressive experience in commercial management within the heavy civil engineering industry, with a focus on tunneling, rail, transit, or similar infrastructure projects. Bachelor’s degree in Business Administration, Quantity Surveying, Engineering, or related field. Strong knowledge of contract management principles, procurement processes, and commercial best practices. Demonstrated leadership skills with the ability to manage and mentor a team of commercial professionals. Proven track record in negotiating and managing complex contracts and agreements. Excellent analytical and problem-solving skills, with attention to detail and accuracy. Effective communication and interpersonal skills, with the ability to build and maintain strong relationships with stakeholders.
Preferred Qualifications:
Master’s degree in Business Administration, Construction Management, or related field. Professional accreditation such as MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent. Experience with FIDIC or other standard forms of contract used in infrastructure projects. Familiarity with project management software and tools for cost control, procurement, and contract administration.

Arcadis offers benefits for full time and part time positions. These benefits include medical, dental, and vision, EAP, 401K, STD, LTD, AD&D, life insurance, paid parental leave, reward & recognition program and optional benefits including wellbeing benefits, adoption assistance and tuition reimbursement. We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $200,000- $250,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
