Position overview: The Department of Healthcare and Family Services is seeking to hire a dynamic, motivated and results driven individual to serve as the Manager of Enterprise Data Warehouse & Data Analytics in the Bureau of Rate Development and Analysis. This role requires a blend of technical expertise, strategic thinking, and leadership skills to build and manage a high performing, continually improving data organization. The Manager will play a critical role in promoting data literacy across the organization, ensuring that all departments can effectively utilize data to make informed decisions. Collaboration will be a key component of this individual's success and will be required to accomplish the job. This role sets direction and guides action plans and priorities to meet operational, technical, security, and future state needs of the Enterprise Data Warehouse (EDW). This role will provide leadership, including identification of risks and opportunities, regarding enterprise data with a deep understanding of data governance, data quality, data security, and business intelligence. The ideal candidate should possess a c omprehensive understanding of cloud-based data warehousing, business intelligence concepts, and Master Data Management - particularly in healthcare. Subject to management approval, plans, develops, organizes, and manages the research and analysis activitiesto manage and assess the Division’s Data Management and Health Services Research Programs Serves as full line supervisor Manages the daily operations of the Department’s Enterprise Data Warehouse (EDW) Plans, develops, organizes, and manages the research and analysis activities to manage the data needs of theDepartment and external entities Attends meetings with Medical Programs Division Administrator and/or Bureau Chief Serves as spokesperson representing the department on boards and committees Performs other duties as required or assigned, which are reasonably within the scope of the duties enumeratedabove Minimum Qualifications

Requires knowledge, skill, and metal development equivalent to completion of four (4) years of college Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization Preferred Qualifications

Minimum of three (3) years of professional experience analyzing and/or interpreting Medicaid program policy, guidelines,and operations Working knowledge of database architecture and data modeling Working knowledge of data engineering and business intelligence tools Minimum of three (3) years of experience code utilizing SQL-based languages and similar scripting-based languages Minimum of three (3) years of professional experience translating technical concepts to different audiences Minimum of three (3) years of professional experience developing and leading data strategies including but not limited to data governance, quality and appropriate tooling Minimum of three (3) years of professional experience leading data warehouse development teams using cloud data warehouse platforms Minimum of three (3) years of experience supervising staff Minimum of three (3) years of experience developing and managing a major data management program for a public or private organization Bachelor’s degree in computer science, management information systems, data science, data analytics or related fields Conditions of Employment

Requires completion of a background check and self-disclosure of criminal history Requires the ability to travel in the performance of duties, with overnight stays as appropriate Requires the ability to utilize and maintain state issued equipment such as a laptop Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
