ERT is seeking an experienced Program Manager (PM) to support National Oceanic and Atmospheric Administration's (NOAA) Earth Prediction Innovation Center (EPIC) and its mission to improve numeric weather prediction capabilities across the nation. The PM has responsibility for managing staff, maintaining customer relationships, and ensuring performance Statement of Work requirements are met, including all performance metrics, deliverables, and customer communications. The PM works closely with customers to clarify requirements and objectives. Duties include planning, implementing, and overseeing government-issued task orders essential for supporting the mission, collaborating closely with senior customer stakeholders, consulting on task plans, ensuring compliance with contractual obligations, and driving process improvement initiatives across all task orders. Responsibilities Provide a consistent project management approach that prioritizes strategic goals, integrating priorities across technical teams, program office, and stakeholders, ensuring a high-rate of objectives completion and achieving high-levels of business value. Drive customer satisfaction by delivering timely and accurate contract status reports and deliverables. Oversee subcontractors' integration, utilization, and performance including identifying and resolving cross-contract issues and mitigate project risks. Recruiting and training technical staff and works to enhance employee dedication to quality while fostering a culture of respect, trust, and integrity. Assess and modify program plans as needed for cost, schedule, and technical performance. Define and implement performance measures and quality standards. Regularly report program status and issues to management and stakeholders.

Required Skills 15+ years of progressively relevant management experience in government task order-based contracts for science and technical missions. Ability to manage large multidisciplinary teams and drive collaboration within government and with stakeholders. Deep understanding of the design and operation of a mission critical government IT system, specifically involving earth science data and weather forecast systems Strong understanding of program management principles, financial analysis, risk management, and compliance. PMP certification Good communicator, motivator, and problem solver, who works well with their team to achieve a high level of performance Demonstrated history of understanding customer needs and generating solutions Excellent consensus building, team building, and decision-making skills. Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education BS in Earth science, meteorology, oceanography, or related discipline, or equivalent. Location This position supports work at NOAA's Silver Spring, MD facility with some telework permitted. Compensation The salary range for this role is $122,000 - 276,000/year. This range is a good faith estimate based on similar roles across the organization. ERT considers several factors when extending an offer of employment, including the location, scope, and associated responsibilities of the specific position, as well as a candidate’s work experience, education/training, and key skills.
