Under the general direction of the California Justice Information Services (CJIS) Division Assistant Chief, the Information Technology Specialist II will serve as a Strategic and Technical Analyst performing complex and sensitive tasks in support of the CJIS Division to support and lead the strategic direction for complex efforts and critical projects that include but are not limited to the areas of Technology Management, Business Strategy, IT Governance, and Enterprise Architecture. The Strategic and Technical Analyst will serve as a technology generalist working directly with the CJIS Assistant Chief and the CJIS executive management team to independently plan, organize, and manage complex analytical tasks related to the ongoing collaboration and oversight of critical CJIS initiatives leveraging project management best practices.
The Strategic and Technical Analyst works collaboratively with the CJIS management team, briefs and advises the CJIS Assistant Chief, exercises a high degree of initiative, independence of action and originality, and demonstrates tact and good judgement. The incumbent must be able to communicate effectively in order to develop and maintain effective and cooperative working relationships. The Strategic and Technical Analyst must be able to adapt easily to changing priorities.

Organizational Skills: Proven ability to plan, organize, and adapt to shifting priorities. Effective at managing multiple assignments under pressure to meet deadlines. Analytical Expertise: Strong analytical skills with experience working independently, thinking both logically and creatively. Proficient in applying a variety of analytical and research tools to identify gaps, and opportunities for improvement, and to develop well-informed business requirements. Communication Skills: Experience leading large meetings and utilizing strong verbal and written communication skills to present information to stakeholders at all levels, including management, business and technology staff, and solution partners. Capable of preparing and delivering clear recommendations and timely project reports. Business Process Improvement, Project Management, Procurement and Contracting: Strong working knowledge and practical experience in business process improvement and procurement and contract management, including Business Process Management, Continuous Improvement, Project Management Body of Knowledge (PMBOK), state Project Approval Lifecycle (PAL), IT infrastructure Library (ITIL) and Lean, Six Sigma, and Agile preferred. Requirements Analysis: Experience in gathering, identifying, and analyzing business, functional, and technical system requirements. Budget Expertise: Experience and knowledge of the States budgetary and business processes, and administrative and technical procedures in formulating, implementing, evaluating and streamlining programs and policies, and increasing productivity. Technical Proficiency: Proficiency in Microsoft Office Suite, MS Teams, Visio, and SharePoint, and data visualization tools. Possession of personal characteristics including integrity, initiative, dependability, tact, and sound judgment.
