The Emerging Accounts Manager of Business Development (Emerging Accounts and Strategic Accounts Team) is responsible for identifying, developing, and securing contracted work with designated clients. This position actively pursues opportunities through direct client engagement and active solution development with senior client representatives and ABSC technical teams. Lead/contact opportunities are developed using individual’s personal contacts, various business intelligence databases, publicly advertised procurements, and partnerships with teaming organizations. The Manager serves as a key liaison between ABS Consulting and client organizations, team partners, and professional or industry associations. Additionally, this role collaborates closely with program execution teams to ensure successful delivery of contracted projects.
What You Will Do:
Opportunity Development: Arrange and coordinate meetings with new, high-value clients in critical infrastructure sectors to include energy, critical manufacturing, chemical, transportation amongst others to discuss needs and translate those needs into viable solutions for ABSC technical teams. Lead the identification, pursuit, and capture of new contract opportunities, reporting directly to a Vice President of Strategic Partnerships as part of the Emerging/Strategic Accounts Team.
Technical Proposal Leadership: Oversee technical proposal development, leveraging cybersecurity and other technical skills, and lead the business capture of high-value clientele, ensuring high-quality, competitive submissions aligned with client requirements and company strategy.
Project Coordination: Support the initial execution of contracted consulting work by functioning as a technical expert/consultant coordinating closely with ABS program managers to align client expectations with project deliverables.
Client and Partner Engagement: Serve as the primary ABS Consulting liaison with key client contacts, teaming partners, and various maritime professional/industry associations to foster and maintain strong relationships.
Strategic Planning: Develop and execute strategic business development plans to maximize contracted sales and achieve specific revenue targets.
Internal Coordination: Collaborate with ABS Consulting’s broader organization and ABS (Bureau) to develop scopes of work, staffing plans, budgets, and obtain required approvals (e.g., Delegation of Authority for proposals).
Business Intelligence: Collect, analyze, and present business intelligence data to a Vice President of Business Development to inform strategic decision-making.
Contract Administration: Work closely with contracts managers on proposal pricing and contract terms, ensuring compliance with legal and regulatory requirements.
What You Will Need:
Education and Experience
Bachelor's degree in a STEM discipline or business. Equivalent professional/military experience in Cybersecurity, Computer Science, or a related technical discipline (STEM) is also acceptable.
Minimum of 5 years of relevant experience in engineering, consulting services, or a related technical field, including at least 2 years of experience directly engaging with clients to secure contracted work.
Proven experience in selling technical consulting services within government or commercial markets.
Knowledge, Skills, and Abilities
Extensive experience building technical solutions for critical infrastructure industry clients, building networks, and developing relationships with executive leaders in both government and industry sectors.
Strong understanding of procurement processes and how contract opportunities are solicited by clients, particularly within regulated industries.
Working knowledge of maritime regulatory frameworks relevant to the role.
Exceptional written and oral communication skills, with the ability to convey complex technical concepts to diverse audiences.
Advanced problem-solving and analytical skills to address unique challenges in program execution and business capture.
Proficiency in MS Office tools (Word, Excel, PowerPoint), Power BI, and CRM systems.
Ability to develop a working knowledge of ABS Rules, Guides, statutory regulations, and related instructions, as well as the ABS Employee Safety Policy.
Nice to Have
Advanced degree or equivalent certifications in Engineering, business, computer science, cybersecurity, or a similar technical field.
Reporting Relationships:
Reports directly to the Vice President of Business Development – Strategic Partnerships.
