Program Manager

will lead a multifaceted program supporting the development, integration, and delivery of advanced defense solutions, including aerostat-based ISR systems, technical publications, and instructor-led and digital training. This position requires exceptional leadership across engineering, instructional systems design, and documentation teams to ensure successful program delivery in CONUS and OCONUS environments. As the primary liaison to government and international stakeholders, the Program Manager ensures contract compliance, mission readiness, and operational excellence while maintaining full lifecycle oversight from system design through field sustainment. Key Responsibilities

Program & Technical Leadership Direct planning, execution, and delivery for ASRR and associated systems including Ground Control Stations, airborne payloads, and Network Operations Center (NOC) operations. Align technical performance with program scope, schedule, and customer requirements. Training Management Oversee the development and delivery of Training Support Packages (TSPs), Programs of Instruction (POIs), lesson plans, instructor guides, and student materials. Ensure compliance with TRADOC Pamphlet 350-70-14 and other DoD instructional standards. Lead training teams to deliver classroom, virtual, and field-based training for U.S. and foreign military customers. Manage training schedules, risk, logistics, and reporting across multiple deployment locations. Technical Documentation Oversight Lead technical documentation teams in producing S1000D-compliant IETMs and traditional deliverables (SSSs, ICDs, drawings, installation guides). Ensure adherence to MIL-STD-40051, MIL-DTL-87929, and customer-specific CDRL requirements. Provide guidance on configuration control and support Quality Assurance Surveillance Plan (QASP) objectives. Engineering Integration & Requirements Management Oversee development and management of system and subsystem requirements per IEEE 29148, ISO/IEC 15288, and MIL-STD-961. Support system architecture, design baselines, and systems engineering deliverables throughout the lifecycle. Cybersecurity & Compliance Collaborate with cybersecurity staff to ensure RMF compliance and system accreditation. Support secure system design, operational readiness assessments, and information assurance requirements. Verification & Validation Direct CONUS and OCONUS lab and field-testing efforts including Site Acceptance Testing (SAT). Coordinate with QA and V&V teams to validate interoperability, performance, and cybersecurity controls. Configuration & Change Management Enforce configuration management practices. Manage Engineering Change Proposals (ECPs), field issue resolution, and configuration audits (FCA/PCA). Team Leadership & Coordination Lead cross-functional teams, including instructional designers, software and network engineers, cybersecurity specialists, and technical illustrators. Mentor team leads and ensure synchronized execution across workstreams. Stakeholder & Customer Engagement Act as the lead interface with U.S. Government customers, foreign partners, Field Service Representatives (FSRs), and subcontractors. Represent the program at Integrated Product Teams (IPTs), Technical Interchange Meetings (TIMs), milestone reviews, and site visits. Reporting & Communication Prepare and deliver briefings, progress reports, and decision packages to government, international, and executive audiences. Ensure transparency through regular updates on schedule, risk, resources, and deliverables. Required Qualifications Clearance:

Must be eligible for a U.S. Government Security Clearance. Education:

Bachelor's degree in one of the following fields: Engineering, Instructional Design, Project Management, or related technical field.

Certifications:

Minimum CAPM or equivalent certification; PMP certification strongly .

Experience:

Minimum 7 years of project/program management experience in a defense or government contracting environment. At least 3 years of experience managing training, technical documentation, or engineering integration programs.

Skills & Competencies:

Familiarity with military standards (MIL-STD-810, MIL-STD-882, MIL-STD-40051, S1000D, ISO/IEC 15288). Proficiency in Microsoft Project, Office 365 Knowledge and understanding of Adobe Creative Suite, Adobe Captivate, and XML-based content tools (e.g., Arbortext, SDL Content). Strong leadership, analytical, and problem-solving abilities. Excellent verbal and written communication skills for technical and non-technical audiences.

Qualifications PMP or DAWIA Program Management certification. Experience supporting Foreign Military Sales (FMS) or NATO programs. Background in ISR systems, aerostat platforms, or expeditionary C5ISR technologies. Familiarity with S1000D, IETM lifecycle management, and CSDB tools. Experience managing remote or distributed teams. Experience working with international military clients. Other Requirements Willingness to travel 25–50% (both CONUS and OCONUS) for site visits, training validation, and system integration. Ability to work independently, manage multiple priorities, and lead hybrid teams in secure and classified environments.
