Base pay range $149,115.20/yr - $224,744.00/yr Metro’s mission is to provide a world-class transportation system that enhances the quality of life for all who live, work, and play within LA County. Description Plans, directs, and manages assigned functional units within Community Relations, including local government and external affairs, community education, program management/capital projects, and other special projects agency-wide. The Deputy Executive Officer will oversee community engagement programs and communications campaigns for large-scale transportation projects requiring environmental planning in accordance with state and federal laws. They will oversee a team managing over 100 projects from planning through construction and operations. Examples of Duties

Develops and implements strategic frameworks for public outreach, engagement, mitigation, and education for Metro's programs, projects, and initiatives agency-wide, ensuring compliance with CEQA, NEPA, and other regulations. Establishes and maintains relationships with regional and local officials, community groups, stakeholders, and partners to foster trust and support for Metro’s initiatives. Provides executive direction and enforces agency policies across business units. Ensures consistent communication and issue reporting across all stakeholder levels. Develops and promotes public engagement strategies and programs. Leads collaboration among departments and agencies on Metro projects. Oversees departmental budgets, resource allocation, and work plan execution. Analyzes operations for successes and areas for improvement, adjusting processes accordingly. Manages community outreach contracts, oversees external consultants, and ensures quality service delivery. Advises Board members and management on public communication strategies, especially on sensitive issues. Recruits, manages, and evaluates staff; establishes performance metrics. Coordinates responses to investigations and manages government relations. Prepares and delivers reports to various stakeholders, including the Board and public officials. Represents Metro at public and private events, advocating for its programs. Communicates Metro’s safety goals and oversees safety policy adherence. Supports EEO policies and programs. Minimum Qualifications Requires a combination of education and experience: a Bachelor's Degree in Public Administration, Public Policy, Communications, Political Science, or related field; a Master's Degree preferred. At least five years of senior management experience in public affairs, community relations, or related fields within a public or government agency. Valid California Class C Driver License or equivalent transportation method. Preferred Qualifications

Experience with community engagement in large-scale development projects. Knowledge of CEQA, NEPA, and public engagement processes. Experience with complex planning, policy development, and political navigation. Skilled in handling sensitive communications and stakeholder engagement. Proficiency in strategic communication planning for large projects. Essential Knowledge Understanding of community relations, public affairs, environmental laws, local government structures, social and cultural sensitivities, land use regulations, public speaking, management principles, and digital communications. Skill in Department planning and leadership, strategic thinking, complex analysis, problem-solving, decision-making, effective communication, professional interaction, and public engagement. Ability to Develop policies, create high-quality content, represent Metro publicly, understand diverse constituencies, work independently, manage multiple priorities, prepare reports, and handle confidential information.
