Senior Manager, Major Projects Procurement
Oakland, CA (hybrid)

This role will be responsible for establishing the sourcing strategy, building a high-performing procurement team, and overseeing the procurement of goods and services for large-scale and complex projects. The role presents a rare opportunity to build procurement processes from the ground up and to partner cross-functionally with stakeholders to ensure the successful delivery of critical infrastructure investments. The successful candidate will bring extensive experience in construction procurement, including expertise in various project delivery models such as EPC (Engineering, Procurement, and Construction), PDB (Progressive Design Build), and DB (Design Build). A strategic mindset and a proven ability to deliver results in fast-paced, high-stakes environments are essential.
Key Responsibilities
Establish and lead a scalable, flexible procurement team aligned with project workload and capital priorities. Set the sourcing strategy for major capital projects and lead associated supplier services. Partner with planning teams to forecast sourcing needs and define optimal make-vs-buy scenarios. Manage a large capital project spend portfolio. Develop forecasts and “what-if” sourcing models to support long-term capital procurement planning. Oversee full-cycle procurement activities including RFP development, bidding, proposal evaluation, and contract award. Partner with Legal and Category Management to finalize negotiations and guide supplier selection using cost/quality/performance data. Ensure compliance with sourcing policies, change order protocols, and internal controls. Drive supplier performance and relationship management through scorecards, performance reviews, and continuous improvement programs. Monitor industry best practices and trends to inform sourcing strategies and contract execution models. Deliver clear, data-driven presentations on supplier performance, procurement-driven cost savings, sourcing pipeline status, and budget tracking. Collaborate with internal performance teams to define and track procurement effectiveness metrics. Lead team recruitment, development, coaching, and performance management efforts. Cultivate a culture of high performance, accountability, and innovation within the capital procurement function. Minimum Requirements:
Bachelor’s Degree in Engineering, Construction Management, or related field. 10+ years of relevant experience in capital project procurement. Demonstrated experience managing capital, O&M, and labor budgets. Deep knowledge and hands-on experience with EPC, DB, and PDB delivery methods.
Preferred Qualifications:
Bachelor’s degree in Engineering with an MBA. Proven leadership of large construction contract teams. Strong financial, contractual, and construction management acumen. Excellent analytical and decision-making skills. Exceptional communication and presentation abilities across all organizational levels. Proven skills in project management and reporting on progress, schedules, and outcomes. Demonstrated ability to mentor and lead high-performing teams.
