IEM is seeking several dynamic and experienced professionals to serve as a
Full-Time Managers . These leadership roles are ideal for candidates with backgrounds in emergency management, particularly those in FEMA Public Assistance (PA), Hazard Mitigation Assistance (HMA), OR related federal grant programs, as well as implementing strategic initiatives. The successful candidate will oversee complex projects, lead multidisciplinary teams, OR serve as a strategic advisor to clients across local, state, tribal, and federal levels.
These are a high-impact roles that blends technical expertise, program management, and business development in a fast-paced, mission-driven environment.
Primary Location:
Live anywhere in the United States including Puerto Rico
Work remotely from home
or personal office location that meets remote work requirements
Travel Requirements:
Travel likely around 25% or more, including potential temporary deployments to disaster-affected areas across the U.S. and its territories.
Essential Functions:
As a Manager, you will serve as a strategic leader at the intersection of recovery and hazard mitigation. These roles are designed for a seasoned professional who thrives in dynamic environments and is passionate about building resilient communities. You will oversee complex, multi-disciplinary projects that span federal, state, and local emergency management programs-guiding clients through the full disaster lifecycle to sustainable recovery and future risk reduction. Your leadership will shape program strategies, ensure compliance with federal grant requirements, and drive innovation in how communities prepare for and recover from disasters. Activities include, but not limited to:
Lead and manage multiple contracts related to recovery and mitigation programs, including FEMA PA, HMA, HMGP, CDBG, and similar programs.
Develop and execute project strategies, work plans, budgets, and schedules.
Serve as the primary point of contact for clients and stakeholders.
Provide technical guidance on federal grant compliance, risk mitigation, and program optimization.
Oversee project teams, assess staff performance, and ensure timely delivery of high-quality deliverables.
Support business development through proposal writing, client engagement, and market expansion.
Present program strategies and outcomes to internal and external audiences.
Identify and mitigate programmatic risks and compliance issues.
Minimum Qualifications:
Degree:
Bachelor's Degree in a relevant field.
Experience:
Ten (10) years' relevant emergency management experience with at least five (5) years in leadership/management role:
management of subordinate staff
meeting project deadlines with viable deliverables
budget management
weekly written and oral reports
Proven experience managing multiple large and complex projects and teams.
Strong knowledge of FEMA frameworks, including the National Disaster Recovery Framework.
Experience with federal grants management, including estimation, implementation, and reporting
Experience with Public Speaking
Experience with business development
Preferred Qualifications:
Masters Degree in a related field
Project Management Professional Certification
Professional certifications such as PE, RA, or CEM

Office Locations:
Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
Remote Locations:
