This position entails efficient and accurate control and data management of project closeout submittals. Assists and supports site Quality Control Managers and Operations teams with the coordination, development, follow up and processing of all government and project compliance required closeout submittals.In addition, this position may occasionally serve as Alternate QC Manager for short durations of time. The position requires expert level knowledge and management of RMS (Government’s CPM) and eCMS for Corp of Engineers and NAVFAC projects. The ability to work with project management teams and subcontractors to review and develop compliant submittals for the project. This is a remote position that requires a driven, self-starter that is capable to managing and tracking submittal actions for multiple projects concurrently. Travel to project sites for closeout submittal coordination meetings and to support project teams as Alternate QC Manager may be required. The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned. Prepare a closeout plan for each project at the startup phase. Develop closeout tracking logs using RMS, eCMS and contract specifications. Work directly with site the QC Manager and Project Manager to update subcontractor lists for each closeout item. Meet Biweekly with the project team to discuss and update status of project closeout. Meet with all new subcontractors and provide start up (Pre-Submittal) and closeout submittal training. Provide compliant submittal samples. Maintain closeout submittal tracking logs for all projects. When needed, develop closeout submittals. Assist with the preparation of Warranty Management Plans specifically equipment list spreadsheets. Assist in development of form DD 1354 and closeout records and reports. When needed, Provide submittal support review for project execution. When needed, support preparation of Division 1 project start-up/preconstruction submittals. As Alternate QC Manager, develop and Administer the Quality Control Plan for the project (following Army Corps Three Phases of Control) and the additional duties below. Certify submittals are in compliance with contract requirements. Review plans and specifications to ensure requirements are met for each construction process. Review all catalog cut sheets and material submittals for compliance with plans and specifications. Ensure all water, soil, materials, and mechanical systems testing are conducted by approved personnel and/or approved testing agencies. Distribute written inspection/test results to appropriate agencies. Ensure effective and timely preventive and corrective actions are taken and recurrence of problems are eliminated or minimized. Conduct pre final inspections/ establish punch list if required, ensure all deficiencies are corrected. Coordinate and conduct final inspections with government contracting and civil engineer personnel. Submit as-builts on finished projects. Periodic travel to project sites to provide support as Alternate QC Manager for short durations of time may be required. Minimum Qualifications: To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required. High school diploma or General Education Degree (GED) Minimum five years working directly with government agencies reviewing and processing construction project submittals. Minimum 5 years’ experience working as Construction Quality Control Manager for government agencies. In depth understanding of all construction divisions. Knowledge of construction i.e., prints, plans, procedures, scheduling and testing. Certification in Construction Quality Management for Contractors from the U.S. Army Corps of Engineers. Experience and ability to manage the Army Corp of Engineers RMS and Navy eCMS for submitting daily reports, tracking deficiencies, submitting RFI, submitting material and product submittals. Must have excellent computer, written and oral communication skills. Knowledge of Microsoft Word and Excel Possess USACE QC for Contractors Certification Ability to write routine reports and correspondence Ability to communicate well, both verbally and in writing Preferred Qualifications: Experience with Procore Ability to read and interpret documents Additional Qualifying Factors: As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations. If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness. Working Conditions Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
