Job Description:
Parsons Corporation seeks a versatile and enthusiastic Owner’s Representative (OR)/Construction Manager (CM) to join our PG&E Infrastructure division. You will act as an owner’s representative, working directly within the program as part of the client’s organization. Responsible for overseeing construction management and project performance, ensuring goals are met. This role requires residence in the Sacramento or Oakland area of Northern California. Relevant Experience
Experienced Construction Manager in building and/or commercial construction Skilled in managing multiple stakeholders/contractors, with excellent communication skills Ability to manage a portfolio of projects, from small improvements to large complex projects Experience reporting to Program Managers and executives Knowledge of relevant regulations, standards, and guidelines Key Responsibilities:
Represent the client (PG&E) during project execution with subcontractors and suppliers Negotiate with regulatory agencies and participate in public meetings Management Plans
Oversee the development of Construction Management, Health & Safety, Quality Assurance/Control, and other plans Inspection and Supervision
Supervise inspectors and subcontractor work on assigned projects Procurement and Administration
Prepare purchase requisitions and procure items for field operations Manage procedures for field vehicles and equipment, maintaining logs and reports Coordinate documentation for project funding and field authorization Ensure regulatory compliance documentation is prepared Supervise onsite materials testing laboratories setup and accreditation Safety Management
Establish safety and emergency procedures; conduct weekly site inspections with safety representatives Subcontractor Coordination
Draft requisitions, scope of work, amendments, and task orders Review and approve subcontractor safety and quality plans Maintain subcontract files, monitor expenses against budget Change Management
Negotiate scope changes with clients and subcontractors Address cost overruns or delays, advising management accordingly Cost Engineering and Accounting
Prepare progress reports and contract status updates Develop WBS, budgets, forecasts, and safety assessments Quality Assurance
Establish QA/QC plans, including inspection and testing protocols Education/Experience:
Bachelor’s degree in a construction-related field or equivalent experience, with 15+ years in field construction, preferably on large civil, structural, or industrial projects domestically or internationally. Security Clearance Requirement:
