Typical Tasks

Plans, organizes, directs and coordinates the work of assigned subordinate staff; Reviews, evaluates, and assesses work products, methods, procedures, performances, and priorities; Coordinates division activities with other divisions and/or departments within the Finance Agency; Manages several units within the Controller-Treasurer Department and ensures department objectives and goals are met; Administers the County operational banking services; Manages, develops, and implements goals, objectives, policies, and priorities for assigned programs; Administers and directs various consultant service contracts; Serves as the County contact with the public and other government agencies on property tax and tax levy related matters; Directs the operations of countywide financial, payroll, timekeeping, and property tax systems and ensures regulatory compliance; Provides responsible staff assistance to the Controller-Treasurer and the Director, Finance Agency; Selects, trains, motivates, and evaluates assigned personnel; Provides and coordinates training for staff, County departments, and local jurisdictions on complex issues; Oversees and performs highly complex analyses for the County, with high consequences of error, including but not limited to analyzing and assessing implications of new and revised statues and proposed legislation to determine impacts to the department and/or the County; Participates through various organizations to serve on legislative committees; Serves as a resource and subject matter expert to internal staff, Countywide departments, executive leaders, Board of Supervisors, other County officials, local taxing jurisdictions, and other government agencies and entities; Ensures compliance of County accounting procedures and Government Accounting and Financial Reporting Principles (GAFRP); Plans and meets with representatives of County agencies/departments and external entities to discuss fiscal and regulatory matters pertaining to procedure and areas of responsibility and jurisdiction; Represents the department when working with Federal and State agencies, including the Internal Revenue Service, Franchise Tax Board, Board of Equalization, and State Controller’s Office; Manages countywide disaster cost-tracking and submission of claims for federal reimbursements; Participates as a member of the department executive team in the review, development, and implementation of policies and procedures for carrying out the department's goals and objectives and enhancing internal controls and efficiencies; Initiates changes in methods and procedures to improve service delivery; Develops and maintains positive working relationships with County officials, agency/department heads, representatives from financial institutions, other government agencies, internal and external auditors, and staff; Prepares and/or directs the preparation of special financial reports and analysis of accounts; Coordinates division activities with other divisions and/or departments within the Finance Agency; Represents the Controller-Treasurer on matters related to Accounting, Payroll, Claims, Tax Apportionment and/or Internal Audit activities and issues; Prepares annual budget and monitors expenditures; May act as the Assistant Controller-Treasurer in their absence; Assumes disaster service worker responsibilities, as required; and Performs other related work, as required.

Employment Standards

Sufficient education and experience to demonstrate the ability to perform the management responsibilities and the attainment of the knowledge and abilities listed below.

A qualified candidate would typically possess education and experience equivalent to a bachelor's degree in business or public administration or a related field and a minimum of five (5) years of recent increasingly responsible professional experience in accounting or auditing, including one (1) year of experience managing and/or supervising an accounting or auditing function. A master's degree in business administration with an emphasis in accounting may be substituted for approximately one (1) year of professional accounting/auditing experience. Government accounting experience and the possession of a CPA certificate is highly desirable.

Knowledge Of

Principles and practices of management necessary to plan, organize, direct, manage and evaluate programs, administrative policies, organizational structures and staff; The theory, principles and practices of accounting and auditing and their application to governmental accounting; Laws and regulations governing the financial operations of public agencies; Automated fiscal/financial information systems, applications and terminology; Principles and practices of supervision, personnel management, and training; Budget preparation and monitoring principles and practices.

Ability To

Plan, organize, manage, coordinate and evaluate the functions and staff of a division responsible for performing complex accounting and/or auditing duties; Analyze and evaluate complex accounting, auditing and/or financial problems, records and reports; Identify existing or potential issues, secure relevant information relating to data from a variety of sources, and determine the appropriate solution; Address sensitive and urgent issues; Develop and cultivate a positive working environment within the organization; Prepare clear and concise reports; Analyze, interpret, apply and explain laws and regulations; Establish and maintain effective working relationships with those contacted in the course of work; Communicate effectively both verbally and in writing.
