Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Effects Coordinator to support APOLLO/OPIAS in Tampa, FL. The Effects Coordinator serves as a key integrator of lethal and non-lethal effects in support of campaigns conducted in the Information Environment. With expertise in joint operations, targeting, MISO/PSYOP, and OIE planning, the coordinator synchronizes effects across the information, cognitive, and physical dimensions of conflict. This role enables commanders and planners to leverage full-spectrum capabilities — including cyber, MISO, MILDEC, kinetic fires, and electromagnetic spectrum operations — in support of influence campaigns, strategic communication, and irregular warfare.

This position is on a future contract pending award announcement. Integrate and synchronize lethal and non-lethal capabilities (fires, MISO, MILDEC, cyber, EMSO, space, PA) across plans, orders, and IOE-focused campaigns. Serve as the effects integrator between J39, Fires Cells, Targeting Boards, and Interagency stakeholders, ensuring alignment of authorities, timing, and intended outcomes. Incorporate PSYOP/MISO functions into Combatant Command planning efforts and lead development of target audience analysis, series development, and influence campaign assessment. Analyze and operationalize OIE-relevant directives to inform targeting, messaging, and sequencing of effects against adversary decision-making systems. Provide expertise on C2 relationships, authorities, permissions, and doctrinal integration of joint capabilities within CCMD structures. Support Annex D (Fires) and Annex M (Targeting) development, and contribute to CONOPs and influence-focused planning efforts. Contribute to Combat Assessment (CA) and Measures of Effectiveness (MOE) for evaluating integrated campaign performance. Engage with U.S. and partner nation senior leaders to brief plans, deconflict authorities, and represent Information Environment considerations during operations and planning events. Coordinate effects planning with the Intelligence Community (IC), interagency elements, and coalition partners to ensure policy compliance and operational synchronization. Basic Qualifications

Bachelor's degree with 8+ years of experience in PSYOP/MISO, targeting, intelligence, maneuver, or special operations Completion of PSYOP Qualification Course or equivalent operational targeting/fires/IO training Prior experience supporting joint or combined military operations, preferably at the component or CCMD level Knowledge of Joint Planning Process (JPP), MDMP, campaign planning, and targeting processes Expertise in developing and assessing MISO/PSYOP/IO plans and products, including audience analysis and message development Strong understanding of DoD, Joint, and Service doctrine, particularly for command and control (C2), fires, and information operations. Ability to integrate efforts across Army, Navy, Air Force, and Marine Corps components in coordination with CCMD initiatives Demonstrated experience coordinating with interagency and intelligence community (IC) stakeholders Demonstrated ability to brief and engage senior leadership, and operate effectively in dynamic, multi-domain environments Active TS/SCI security clearance Preferred Qualifications

Completion of Captain’s Career Course or higher PME Graduate of one or more: Information Operations Planner Course Special Warfare Advanced Targeting and Analysis Course (SWATA) Military Deception (MILDEC) Planner Course Irregular/Unconventional Warfare Course Experience supporting OCONUS deployments or multinational coalitions Experience with Embassy teams, foreign partner coordination, or interagency messaging efforts Battle staff experience in support of CCMD or TSOC campaigns Strong writing skills and demonstrated ability to develop media production plans or dissemination strategies
