Senior Test & Evaluation (T&E) Support Specialist

to provide direct support to a U.S. Navy Systems Command program office. The position involves leading and coordinating T&E planning, documentation, and execution activities throughout the system acquisition lifecycle. The selected candidate will support Navy acquisition efforts involving the integration, development, and modernization of C4I and other mission-critical systems. Established in 2002, The Marlin Alliance is seeking to hire highly skilled individuals to support mission critical projects within the Navy. We are looking for motivated individuals to lead and support digital transformation, data science and analytics, and automation projects for variety of Navy clients. Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies. Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey. * Location: San Diego, CA * Clearance Required: Top Secret / SCI Eligible * Client: U.S. Navy Systems Command * Worksite: Government Site (On-Site) * Employment Type: Full-Time * Salary Range: $135,000 – $185,000 Key Responsibilities Support Navy leadership in developing and maintaining T&E strategies, schedules, and test plans aligned with acquisition milestones. Draft and review key acquisition and test documentation, including test strategies, evaluation plans, specifications, statements of work, and briefing materials. Participate in risk assessments and contribute to test-informed decision-making throughout the program lifecycle. Assist with the coordination and execution of Operational Test Readiness Reviews (OTRRs), Developmental Test (DT) readiness reviews, and associated working groups and meetings. Serve as a subject matter expert for various test events, including reliability growth testing, shock and vibration testing, performance and software validation, cybersecurity evaluation, and system acceptance testing. Support the planning, coordination, and onsite execution of assigned test events, including logistics, equipment preparation, and witnessing of test procedures. Analyze and evaluate technical documentation and test reports, including Contract Data Requirements Lists (CDRLs) associated with developmental testing. Liaise with external test stakeholders such as Operational Test organizations, joint test centers, and higher headquarters to ensure compliance with Department of Defense (DoD) test policy. Contribute to the preparation of key program documentation such as Test and Evaluation Master Plans (TEMPs), system performance specifications, and technical position papers. Attend T&E conferences and working groups on behalf of the Navy program team. Required Qualifications Bachelor’s Degree, engineering preferred, from an accredited college or university 6 years of experience relevant to T&E System Acquisition Engineer. (An additional 4 years of relevant experience may be substituted for a Bachelor’s degree, totaling 10 years of experience) Desired Knowledge, Skills, and Abilities Thorough understanding of the DoD T&E process and acquisition lifecycle. Demonstrated experience with both developmental and operational test planning and execution. Familiarity with Navy shipboard systems, communications, and network engineering concepts. Strong communication skills with the ability to facilitate stakeholder coordination and prepare high-quality written deliverables. Ability to lead complex test efforts and ensure successful integration of testing into broader acquisition and program plans. Experience coordinating with Navy, DoD, and joint test organizations. Willingness and ability to travel as needed and support shipboard or field-based testing, including short underway periods. Ability to obtain and maintain accounts and access for Secret and Top Secret-level test events and data environments.
