Aliquippa, United States | Posted on 05/01/2025 Rust Belt Resources has partnered with a national housing leader, withover 2,000 affordable units, seeking a high quality Community Managers across two properties less than a mile apart in Aliquippa, PA. The ideal person will come from the affordable housing sector withexperience in compliance and maintaining LIHTC/HUD properties and adaptable to senior living. This role has ahigh degree of ownership and autonomy with great leadership support and mentorship.

· As the Community Manger you will beresponsible for managing the daily operations and achieving the financial goalsof the property.

· The Community Manageroversees personnel, working wait list and leasing, collections, residentretention and customer service, community maintenance, contracted services,administration and reporting, community safety and legal compliance with budgetedparameters.

· The Community Managerdirectly supervises the Maintenance Supervisor, Assistant Manager, and Leasingstaff and oversees the maintenance staff.

Compliance Duties

· Ensure that property records areaccurately maintained and reports completed in an accurate and timely manner.

· Inspect property regularly to ensurethat it is well maintained and has good curb appeal.

· Supervise outside contractors workingon the property.

· Distribute petty cash funds andrequest reimbursement.

· Process purchase orders as goods andservices are ordered on a weekly basis.

· Ensure that apartments are cleaned andmade-ready after move-outs.

· Review prior year Management andOccupancy Report to ensure deficiencies have been corrected on HUD governedproperties.

· Lease to households that meet theassigned property's income restrictions, rental criteria and when applicableHUD guidelines.

· Ensure that all application paperworkis completed and complies with the requirements of the project's Program(s).

· Oversee and maintain all new lease andlease renewal practices according to HUD/CA/TC guidelines inclusive of the certificationand verification process.

· Process annual recertification andtenant notification documentation at 120, 90, and 60-day increments; Processinterims as required if assigned to a HUD governed property.

· Ensure property maintains itsapplicable fractions and set aside requirements identified in the property LURA(if assigned to a Tax Credit property).

· Assist theRegional Property Manager in audit preparations and ensure on-site complianceon all corrections.

· Handlerecordkeeping and reporting responsibilities in accordance withHUD/TC/ADHP/HOME/Bond regulations.

· Handle notices,legal filings and evictions as required by HUD/TC/ADHP/HOME/Bond regulations.

· Maintain waitingand transfer lists per HUD/CA/TC guidelines.

· Forecast needsfor fiscal year and develop budget based on these needs.

· Implement budgetkeeping expenses within budgeted guidelines.

· Review, approveand process all applicable purchases and purchase orders.

· Review monthlyincome and expense reports and report on any variance from budget.

· Collect rents andinstitute proper procedures against delinquent accounts.

· Initiate evictionprocedures for failed payments.

· Make daily bankdeposits.

· Collect securitydeposits from residents and record date and time of collection.

PersonnelDuties

· Recruit and hirean effective and qualified staff.

· Evaluate staffperformance and give feedback regularly.

· Collect, approveand forward timesheets on time each pay period.

AdministrativeDuties

· Ensures thatlease files are complete and that all lease related documents are executedproperly in accordance with their program requirements (HUD, LIHTC, Mod-Rehab,etc.)

· Maintains recordson all aspects of management activity on a quarterly basis.

· Submits requiredreports to VP as scheduled.

ResidentRelations

· Ensure thatresidents are happy and satisfied as indicated by a high level of renewals andfew complaints.

· Completequarterly unit inspections to identify, report, and prevent REAC/UPSCdeficiencies.

· Properlycoordinate the administration of supportive services with the Social ServiceProvider to ensure resident support.

MaintenanceDuties

· Maintain workorders on all maintenance requests and respond to those requests within 24hours.

· Reviews allPreventative Maintenance, Service Order, and Capital Reports with MaintenanceSupervisor.

· Handle residentcomplaints and maintenance related-issues to avoid Fair Housing Complaints.

Marketing/LeasingDuties

· Achieve targetedoccupancy levels for the property.

· Market theproperty and generate qualified traffic.

· Lease or helplease the property to prospective residents.

· Maintain a properWait List in accordance with HUD/State Monitoring Agency guidelines whenapplicable.

SafetyDuties

· Reports allliability and property incidents to the regional property manager immediately.

Requirements

Required Skills/Knowledge:

· Associate’s Degree or higher

· 2+ years affordable housing propertymanagement experience. · 1+ years of supervisory experience (staff of 2or more). · Strong knowledge of HUD policies, ideally in

ProjectBased Section 8

rules for Affordable Housing. o Includes

Tax Credit/AHDP/HOME/Bond

policies.

· In-depth knowledge of

One Site Leasing

and rents.

· Experience with most recent version of the

4350 .

· Knowledge of

HUD Secure Systems

(TRACS,IMAX, etc).

· Ability to establish rapport with residents,staff, and HUD agency personnel.

· Proactive mindset able to prioritize tasks withlittle supervision.

· Experience with general marketing and affirmativemarketing a plus.
