Devoted to providing paraprofessional engineering support, inspection, and professional civil engineering for a variety of public works, utilities, stormwater, and transportation facilities/projects as well as review of public development projects. Provide advanced, professional engineering and construction management work and are considered subject matter experts with the highest level of knowledge, managing programs, providing consultation to other engineering staff and to management, and providing supervision to lower-level professional engineering staff. Decision-making includes providing input into management objectives, and selection of the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsibilities: Supervise engineering and inspection staff; serve as owner or owner/engineer for a variety of stormwater infrastructure capital projects from initial investigation to construction completion; lead and supervise the development of design and technical specifications. Lead for construction and project management on large, complex projects and contracts as well as contracts with multiple projects; lead and supervise procurement processes for construction/repair, professional services, and basic service contracts. Prepare agenda items for City Council consideration; negotiate change orders and contract amendments; assist with development of CIP budgets. Evaluate and prioritize departmental projects, direct project meetings, research technology and other trends, develop processes to improve operational efficiency, and establish project and performance standards and goals. Coordinate and lead the development of design and technical specifications, construction and development plan reviews and inspections. Supervise inventory management, procurement, and billing processes; coordinate operational processes including the maintenance and testing of equipment. Manage project funds and bonds, ensuring City requirements, standards, policies, and procedures are met. Advise City departments and external agencies; convene and facilitate meetings; provide guidance to lower-level staff. Supervise professional, paraprofessional, and/or support staff; conduct performance evaluations, coordinate training, and implement hiring, discipline, and termination procedures. Minimum Requirements: Bachelor’s degree in engineering or a directly related field. Five years of professional engineering experience in the area of assignment. Two years of supervisory experience. North Carolina Professional Engineer (PE) License or ability to obtain one within six (6) months of hire. A valid, unrestricted, North Carolina driver's license or willingness to obtain a valid NC driver's license within 60 days of hire. Preferred Qualifications: Five years of experience in the design, review, construction, and/or construction management of stormwater management systems. Knowledge of regulatory requirements for the City of Durham, the North Carolina Department of Transportation, the North Carolina Department of Environment and Natural Resources – Division of Water Resources, the United States Army Corps of Engineers, and the Federal Emergency Management Agency. Certified Floodplain Manager (CFM) certification. Knowledge and experience with AutoCAD. Experience in or with municipalities. Excellent written and oral communication skills.
