DESCRIPTION:
The Program Analyst V will serve as a liaison among members of the Chemical and Biological Defense Program (CBDP) Enterprise (i.e., JPEO-CBD; Joint Science and Technology Office (JSTO), Joint Requirements Office (JRO); and Plans, Analysis, and Integration Office (PAIO)).The contractor shall advise and assist the Program Manager (PM) in all aspects of program management (e.g., analysis of contractor schedules and technical proposals, development of programmatic briefings, award fee board execution, requirements traceability analysis, etc.
Primary Duties Will Include (but Not Limited To)
Tailor all DoDI 5000.02 documentation requirements for each applicable program and strategy, developing the documentation IAW the latest regulatory, statutory, and organizational policies. Prepare, staff, and present (when necessary) recurring (i.e., daily, monthly, annual) reports and briefings in support of milestone decisions and both internal and external program reviews. Participate actively on multiple IPTs, providing the acquisition subject matter expertise needed to fulfill the critical planning and execution requirements that contribute to program success. Communicate programmatic issues, concerns, and information. Formulate top-level acquisition strategy and program structure that addresses requirements in accordance with JCIDS, PPBE and compliant with the DoD 5000 series. Perform integrated risk assessments and risk analyses regarding cost, schedule and performance of assigned programs in accordance with the DoD Risk Management Guide. Research, interpret, analyze, advice on, assist with, and apply the rules, regulations, and procedures found in the DoD Instruction (DODI) 5000.02, other DoD acquisition policies, and Food and Drug Administration (FDA) regulations applicable to biopharmaceutical advanced development.
Knowledge And Skills
The contractor shall possess the ability to communicate effectively, both orally and in writing, among a variety of audiences. Possess the expert knowledge required to integrate the JCIDS, PPBE, and DoDI 5000.02 processes. Must be able to work independently. Must be detail oriented and organized. Must be able to manage multiple projects at one time. Expertise in DoD Acquisition and Life-Cycle Management policies and procedures including DoD 5000 series and service-specific guidance. Expertise in the principles and practices of program management. Proficiency in the substantive nature of programs and the analytical and evaluative methods and techniques for assessing program development or execution. Expert ability to research, analyze, and evaluate information to provide multiple courses of action. Expert ability to express ideas effectively orally and in writing. Expertise in leading and managing other employees. Proficiency with Microsoft Office.
Education / Experience
Possess twenty (20) years of experience working in a Government program management or executive office, specifically applying DoDI 5000.02 tenets in the areas of program management (e.g., acquisition documentation development, risk management, integration of DoDI 5000.02 with the PPBE system and JCIDS, etc.). Possess a mastery equivalent to the information obtained in Defense Acquisition University (DAU) course PMT 352B of the Department of Defense (DoD) 5000 process for acquisition systems. Possess demonstrated experience applying this process to the development of Department of Defense acquisition strategies and management of advanced development programs. Preferred: Possess an ability to apply the DoDI 5000.02 process to the development of medical products and systems is desired. Preferred: DAWIA Level III in Program Management. DAU courses will be at Government cost; however, travel costs (ex: Per Diem, lodging, mileage) will not be at Government cost.
