Organization Summary Statement:
The Applied Research Laboratory for Intelligence and Security (ARLIS), based at the University of Maryland College Park, was established in 2018 under the auspices of the Office of the Under Secretary of Defense for Intelligence (USDI) to be a strategic asset for research and development in social systems, autonomy and augmentation, and advanced computing. One of only 14 designated Department of Defense University Affiliated Research Centers (UARCs) in the nation and the only UARC focused on supporting the intelligence community, ARLIS conducts both unclassified and classified research spanning from basic to applied system development and works to serve the US Government as an independent and objective trusted agent.
ARLIS research is driven by a cadre of research scientists and engineers, faculty research specialists and project engineers, further supported by senior University of Maryland faculty and a consortium of university partners. Research is typically conducted through teams of e.g. social scientists, computer scientists, psychologists, linguists, cognitive neuroscientists, applied mathematicians, political scientists, policy analysts, and systems engineers.
Our Research Scientists are primarily involved in research with a focus on creating knowledge and carry the title of Assistant, Associate, or Full Research Scientist. The research part of promotion package resembles that of tenure-track faculty in publications, securing funding, etc., albeit at a somewhat reduced scale. Career experience in industry and/or government/military may be an important component in the appointment package.
ARLIS seeks research scientists (in the Assistant, Associate, and full ranks) to commit effort on its projects. Exceptional candidates in all areas related to the ARLIS's current research trajectories will be given serious consideration, particularly those with experience in multiple areas. These include the following:
Psychological and brain sciences, including neuroscience, human cognition, individual differences, and social psychology Social influence and disinformation, detection and mitigation of insider threat, industrial/organizational psychology, and teamwork and group dynamics
Computational social science (including agent-based modeling and simulation, social media analysis, behavioral economics, game theory, predictive modeling)
Human-machine interface (to include augmented and virtual reality (AR/VR), human-systems integration, and augmenting human performance Artificial intelligence, including computer vision, natural language processing, human language technologies, multimodal sense-making, and other AI/ML based systems Data science, data creation/curation, data fusion, visualization, analytics, and decision support Industrial security, including supply chain illumination and risk assessment Software engineering, static/dynamic software analysis, formal methods, applied mathematics, trusted AI, metric development, testbed design, and systems verification and validation

Minimum Qualifications:
Assistant level Research Scientist:
Ph.D. in a relevant field
Evidence of sound scholarly Production
Perform R&D at a level comparable to Assistant Professor
Expected to begin to apply as a PI for single-investigator proposals and to be co-PIs on larger proposals
Demonstrate all the relevant skills required for carrying out research in a laboratory setting and have been externally recognized through awards, invited conference talks, etc.
Citizenship within ARLIS and UMD may include serving on ARLIS and university committees, presenting at internal forums, and mentoring/advising
Professional service may include reviewing journal publications, white papers, statements of work, and proposals; and helping to organize conferences, workshops, and visits by external stakeholders
Must be eligible for a U.S. security clearance
Associate level Research Scientist:
PhD in a relevant field plus 5 years of research experience at the Assistant Research Scientist level
Significant scientific research accomplishments, show promise of continued productivity, and have the ability to propose, develop, and manage research projects
Perform research at a level comparable to Associate Professor.
Expected to identify funding opportunities and serve as PIs or co-PIs on large proposals.
Develop a reputation for preeminence in their particular specialization and to receive commensurate independent or external recognitions (awards, invited to provide keynote addresses, etc.).
Ability to grow the departmental/unit service and drive PTK mentoring and participate in Professional Track promotion sub-committees.
Professional service contributions are significant and, when possible, include regular service on review panels for funding agencies
Interact regularly with sponsor/customers
Must be eligible for a U.S. security clearance
Full Research Scientist:
PhD in a relevant field plus 10 years of experience leading and performing research
Pursue funding opportunities and serve as Principal Investigator or have primary responsibility for a significant part of a multi-investigator project
Lead engagements with sponsor/customers
Serve in a leadership role at ARLIS and drive key initiatives and business development opportunities to grow the program
Expand relationships with relevant departments and centers on campus
Hold leadership positions within ARLIS, on campus (e.g., committee membership for the Faculty Senate), or on professional committees
National or international recognition as a subject matter expert
Have earned and received national, international, and prestigious recognitions for research accomplishments
Mentor students and less experienced researchers
Must be eligible for a U.S. security clearance
Physical Demands:
Sedentary work performed in a normal office environment; exerts up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Ability to attend meetings both on and off campus. Spending long hours in front of a computer screen.
Preferences:
Experience as Principal Investigator (PI) or Co-PI on awards (or submitted awards)
Management and leadership experience in technical or other relevant areas
Program and project management expertise (possible PMP)
Experience in customer relationship management

This rank is generally parallel to Professor. In addition to having the qualifications required of the Associate Research Scientist, appointees shall have established a national and, where appropriate, international reputation for outstanding scientific research. Appointees should provide tangible evidence of sound scholarly production in research, publications, professional achievements, or other distinguished and creative activity. Appointments are typically made as five-year contracts. Appointments for additional five-year terms can be renewed as early as the third year of any given five-year contract.
