Job Title: Transportation Engineer - Access Management Support (SHA District 5)
Location: Maryland State Highway Administration (SHA) - District 5
Position Summary:
The Maryland State Highway Administration (SHA) District 5 Access Management Office is seeking a Transportation Engineer to support access permit projects across all stages of the project lifecycle. This includes assisting with the initial application process, Traffic Impact Study (TIS) reviews, pre-permit plan evaluations, permit issuance, and post-issuance activities such as managing addendums and permit closeouts.
Key Responsibilities:
The selected candidate is expected to work on-site at the SHA District 5 office on Mondays and Tuesdays , with the option to work remotely on Wednesdays through Fridays , in alignment with the current cubicle rotation schedule in the Traffic Section.

Key Responsibilities:
- Review roadway improvement plans in accordance with the SHA Access Manual, policies, and standards
- Analyze construction cost estimates and provide engineering recommendations
- Assist Access Management staff throughout all phases of the access permit process
- Coordinate and communicate with internal SHA teams, local jurisdictions, consultants, and external stakeholders
- Draft professional correspondence including letters, memos, and reports
- Manage multiple permit-related projects and meet applicable deadlines
- Attend and contribute to project meetings and stakeholder discussions
- Bachelor's degree in Civil Engineering or related field (required)
- EIT or PE certification (preferred)
- Experience with access management, traffic engineering, or roadway design (preferred)
- Strong organizational, written, and verbal communication skills
- Ability to manage multiple priorities in a hybrid work environment
