The HSE Manager is responsible for leading and managing all aspects of the health, safety, and environmental compliance programs at the facility. This role ensures adherence to federal, state, and local regulatory requirements (e.g., OSHA, EPA, TCEQ), promotes a strong safety culture, and implements policies and systems to reduce risk, improve safety performance, and support environmental stewardship.
Key Responsibilities:

  • Develop, implement, and maintain HSE management systems aligned with company policies and regulatory requirements.
  • Lead incident investigations, root cause analyses, and corrective action implementation.
  • Conduct regular safety audits, inspections, risk assessments, and behavior-based safety (BBS) observations.
  • Ensure facility compliance with OSHA PSM, RMP, DOT, EPA, and other applicable regulations.
  • Coordinate emergency response plans and lead emergency drills and training exercises.
  • Manage contractor safety programs and ensure compliance with site entry and job safety requirements.
  • Provide technical HSE support and training to operations, maintenance, and engineering staff.
  • Serve as the primary contact for regulatory agencies and manage environmental reporting and permitting processes.
  • Monitor and track safety KPIs, prepare monthly reports, and present trends and performance to leadership.
  • Lead or support initiatives in industrial hygiene, ergonomics, waste reduction, spill prevention, and sustainability.
Qualifications:
  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Industrial Hygiene, Engineering, or related field (Master's preferred).
  • 10+ years of HSE experience in a chemical, manufacturing, or industrial setting.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent credential preferred.
  • Deep understanding of OSHA, EPA, TCEQ, NFPA, and other relevant standards and best practices.
  • Strong leadership, communication, and interpersonal skills.
  • Proficient in MS Office and incident tracking/reporting software.
  • TWIC card or ability to obtain one, if required by site.
Work Conditions:
  • Combination of office and field environments; must be able to walk process areas, climb stairs, and wear PPE.
  • On-call for emergencies and may require availability on nights/weekends during incidents or turnarounds.
Preferred Competencies:
  • Strong decision-making under pressure.
  • Ability to foster a positive safety culture and influence across all levels.
  • Experience with ISO 14001, ISO 45001, or Responsible Care® standards.
  • Proven track record managing multi-disciplinary teams or leading change initiatives.
