We are seeking a strategic Environmental Health & Safety (EH&S) Manager to provide enterprise-level vision, policy direction, and oversight for all EH&S and ESG programs. The Manager reports to the Chief Operations Officer and will supervise the Safety & Compliance Specialist with the potential to expand the team as the business grows.
Responsibilities:
Corporate Strategy & Governance
  • Set and own the integrated EH&S/ESG roadmap (aligned with ISO 45001, ISO 14001, and broader corporate goals).
  • Chair the Safety Steering Committee and establish annual OKRs; oversee compliance cadence through business and board reviews.
  • Embed EH&S considerations into major capital planning, M&A, product design, and facility decisions.
Policy Leadership & Risk Appetite
  • Approve company-wide EH&S and ESG policies, standards, and risk thresholds.
  • Delegate implementation to functional leaders and the Safety & Compliance Specialist.
  • Champion a culture where safety is a core value, demonstrated by visible engagement and accountability at all levels.
Regulatory & Stakeholder Oversight
  • Interpret and apply new OSHA, Cal/OSHA, EPA, DTSC, and AQMD requirements at the enterprise level.
  • Ensure implementation plans are in place (with manager oversight and specialist execution).
  • Serve as executive contact during regulatory audits, major incident investigations, and ESG inquiries.
Performance Assurance & Analytics
  • Define the balanced scorecard for leading and lagging indicators (TRIR, DART, near-miss rates, training completion, audit closure, GHG).
  • Review dashboards monthly and lead deep dives for negative trends; commission third-party data audits as needed.
Continuous Improvement & Innovation
  • Sponsor company-wide risk assessments (e.g., Bow-Tie analysis, FMEA) and management-of-change reviews.
  • Pilot and approve digital tools (EHS software, mobile apps, connected worker tech) that drive proactive risk management.
ESG & Sustainability Leadership
  • Drive carbon-reduction, waste-minimization, and circular-economy initiatives.
  • Ensure full alignment with investor ESG reporting standards (SASB, TCFD).
  • Publish and present the annual Sustainability Report.
People & Change Leadership
  • Provide direction, coaching, and performance management for the Safety & Compliance Specialist.
  • Approve ongoing professional development for EH&S roles.
  • Foster worker participation, recognition, and hazard reporting in a reprisal-free environment.
Resource Stewardship & Budget Authority
  • Develop and control the EH&S operational and capital budgets, prioritizing according to ROI and risk reduction.
  • Obtain executive and board approval for major mitigation investments.
Crisis Preparedness & Business Continuity
  • Own the Emergency Response Plan, crisis-communications protocol, and business-continuity framework.
  • Ensure drills and after-action reviews lead to ongoing systemic improvement.
Requirements
Required Qualifications
  • Bachelor's degree in Occupational Safety, Environmental Science, Engineering, or a related field (Master's preferred).
  • 7+ years progressive EH&S leadership (preferably multi-site manufacturing), including ISO management system and ESG governance experience.
  • Professional certification (CSP, CIH, CHMM, or equivalent).
  • Demonstrated success influencing executives, managing cross-functional teams, and presenting to board-level audiences.
  • Exceptional strategic thinking, data-driven decision-making, and change-leadership skills.
  • Superior communication, facilitation, and conflict-resolution abilities across all stakeholder groups.
Preferred Qualifications
  • Master's degree in Environmental Management, Industrial Engineering, Public Health, or Business Administration
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), Construction Health & Safety Technician (CHST), or LEED Green Associate
  • Demonstrated success leading ESG reporting under GRI, SASB, or similar frameworks
  • Bilingual English / Spanish communication skills (verbal and written)
  • Direct experience in modular construction, off-site manufacturing, or other industrialized building methods
  • Proven track record of double-digit reductions in TRIR and DART through proactive risk-reduction initiatives
  • Familiarity with EHS software platforms (Enablon, Cority, Intelex) and data-analytics or BI tools
  • Background in Lean, Six Sigma, or similar continuous-improvement disciplines
  • Experience negotiating with OSHA/Cal-OSHA and leading third-party audits
Work Environment & Physical Requirements
  • Primary location: on-site at Vallejo, CA manufacturing facility with periodic yard and field visits
  • Work areas may include production floors, outdoor modules, elevated platforms, and active job sites
  • Regular exposure to noise, moving machinery, powered industrial trucks, and airborne particulates; all required PPE is provided
  • Must be able to walk/stand for extended periods (6-8 hours/day) during inspections; climb stairs/ladders and access catwalks as needed
  • Ability to lift, carry, push, or pull up to 35 lbs of monitoring gear or safety equipment
  • Day shift schedule with flexibility for early-morning toolbox talks, off-shift incident response, weekend audits, or client meetings (up to 15% travel)
