General Description

This is responsible supervisory professional engineering work in the investigation, location, design and construction of public works, utility or traffic projects in the Department of Engineering. This class is distinguished from the class of Civil Engineer by its supervisory nature and a wider variety of assigned projects and a greater degree of technical difficulty in assigned tasks. The work is performed under the general direction and supervision of the Director but extensive leeway is granted for the exercise of independent judgment. Direction and supervision may be exercised over the work of other employees on a project basis as assigned by the Director.
Essential Job Functions
  • Acts as assistant to the Director of Engineering in a wide variety of administrative, technical and professional assignments;
  • Prepares special reports for the Director of Engineering on construction, maintenance and general public works, utility or traffic problems and participates in the planning of future activities and operations of the Department of Engineering;
  • Develops plans for major civil engineering projects, supervising and participating in project design and preparing detailed specifications for such projects;
  • Assigns, supervises and checks the work of Civil Engineers and Engineering Technicians in the execution of pre layout surveys, plans, pay estimates and construction inspection of work in progress;
  • Designs and oversees a wide variety of projects related to municipal and utility improvements from the planning stage to the completion of plans and specifications, making work estimates, quantity calculations and a variety of decisions requiring a high level of technical and professional knowledge of engineering, principles, methods and techniques;
  • Oversees contract administration, including bid reviews, pay estimate preparations, interpretations of plans and specifications discrepancies, verification of constructed quantities and review of contract compliance with regulations pertaining to state and federal set-asides and goals;
  • Conducts street and utility design and street needs studies, works in cooperation with state transportation officials and others to complete technical analyses of the necessity of new streets and modifications of existing streets and designs approved streets; Prepares estimates for capital funding budgets;
  • Issues road closures for the Director of Engineering;
  • Reviews residential, commercial and industrial development plans for compliance with City standards;
  • Reviews technical literature for new materials and techniques to include in construction projects;
  • Performs duties of Associate Civil Engineer and Civil Engineer as necessary;
  • Provides technical assistance to the public and to other municipal divisions and departments;
  • Answers and responds to public inquiries and complaints and refers matters to appropriate City departments or other public agencies;
  • Attends meetings, conferences and workshops as requested and authorized;
  • Performs related work as required.
Skills/Knowledges/Abilities
  • Thorough knowledge of the principles, practices and techniques of professional civil engineering;
  • Thorough knowledge of construction and related maintenance design, methods, materials and techniques;
  • Thorough knowledge of and skill in the use of computer applications for word processing, spreadsheet, database and surveying and engineering purposes appropriate to assigned duties;
  • Thorough knowledge of construction engineering principles, practices and procedures;
  • Thorough knowledge of business mathematics, including algebra, geometry and trigonometry;
  • Skill in the accurate use of drafting instruments and computers and the ability to instruct others in their use;
  • Ability to plan, organize, prioritize, direct, supervise, motivate and evaluate the work of others;
  • Ability to make complex and difficult field and office engineering computations quickly and accurately;
  • Ability to read and interpret complex engineering plans and to understand and follow specifications;
  • Ability to communicate well with City engineering employees and supervisory personnel, property owners, contractors, subcontractors and the general public;
  • Ability to prepare accurate and reliable reports containing technical data, findings and conclusions;
  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;
  • Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information;
  • Ingenuity and inventiveness in the performance of assigned tasks.
Training/Education/Qualifications
Minimum Qualifications:
  • Graduation from a college or university of recognized standing (ABET Accredited) with a Bachelor's Degree in Civil Engineering; and
  • Eight (8) years of work experience in the practice of civil engineering with a government or private consulting firm in municipal engineering and five (5) years of supervisory experience over engineering personnel.
  • Registration as a Professional Engineer as granted by the State of Ohio. Must be able to obtain Professional Engineer License as granted by the State of Ohio within six (6) months of employment.
Preferred Qualifications:
  • Ten (10) years of municipal engineering experience with roadways, traffic, bridges, storm drainage, wastewater collection, water distribution or natural gas distribution systems.

Health Insurance
The City offers comprehensive medical, dental, and vision insurance coverage. The medical plan is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA) to help cover eligible healthcare expenses. Health insurance coverage begins on your date of hire.
Holidays
For many employee groups, the City provides 17 days (136 hours/year) of paid holiday leave. These include: New Year's Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday after, Christmas Eve Day, Christmas Day and New Year's Eve.
Life Insurance
After six months of employment, employees are eligible for $10,000 coverage under our group life insurance policy. Additional coverage up to the employee's annual salary ($40,000 maximum) may be purchased. Upon retirement this coverage will be reduced to $4,000. The premiums will be paid by the City.
Voluntary Supplemental Benefits
Life insurance (term and whole life), critical illness/cancer, accident, short / long term disability insurance
Deferred Compensation Plan
This plan allows employees to build a financial reserve for retirement by using pre-tax, payroll deducted contributions. This money is held and invested by the plan's trustees in options selected by the employee. Risk levels vary depending on the options chosen. Participation is voluntary.
Retirement Plans
The Ohio Public Employees Retirement System (OPERS) and the Police and Fire Disability and Pension Fund (PFDPF) are the two plans available to City employees. Both are established by Ohio law and participation is required. Both the employee and the City of Hamilton contribute a percentage (pre-tax) into the system. Members do not pay into the Federal Social Security System. Employees and the City also contribute to Medicare.
