Position Description
This posting will be used to fill a full-time, Senior Engineer positions within the Bureau of Highways in the Traffic Engineering Division in the Department of Public Works.

This is advanced or lead level engineering work which manages and leads the execution of major planning, design and construction of Traffic Engineering projects. Work requires considerable contact with County employees, officials, engineer consultants, community representatives, developers, contractors, and representatives for regulatory agencies for the purpose of presenting, explaining, and implementing various work projects. Work assignments are received from a higher-level supervisor, but the employee has considerable independence in developing procedures and carrying out the project from design to completion. The guidelines used to perform the work may include Federal, state, and county codes and regulations, engineering texts and other appropriate references. Financial duties may include formulating and administering project management budgets, developing cash flow projections, negotiating contracts change orders, approving invoices and maintaining financial records.
There are assignments which require the employee to visit job sites and conduct on site construction work in progress. The work environment and hazards of the position are determined by the work assignments. Employees involved in capital project management work need to adhere to appropriate safety standards. Some positions involve lead worker responsibility over other professional, technical or support staff.

CAPITAL PROJECTS:
Manage capital projects involving the construction, cost allocations, time schedules, right of way acquisitions, permitting, bidding, contract requirements, inspections and change orders for traffic engineering projects. Monitor the work performance of consultant engineers and contractors to ensure compliance with contract requirements. Make presentations and meet with County officials, contractors, community groups and Federal, state and local officials on a variety of issues concerning capital improvement projects.
Maintain accurate records on project costs, time schedules, contractor performance, contract changes, and related traffic capital project requirements. Provide technical engineering assistance to professional, technical and office support staff. Provide testimony at public hearings relating to permitting for waivers, variances, special exemptions, wetlands and water requirements. Make presentations to community organizations and other citizens on capital projects relating to scope, cost, schedule, purpose and need and environmental impact.
Oversee the work performed by design engineers, construction inspection personnel, and contractual personnel. Ensure a quality constructed project is completed within the prescribed time frame and operating budget. Write capital projects contracts defining scope of services, construction material requirements, time schedules, environmental concerns, and other matters for review by engineering supervisors and legal personnel. Make onsite inspections of traffic engineering capital projects to review contractor performance and compliance to specifications of the contract. Manage approved budget for the traffic engineering capital project to ensure work is being performed within the authorized amount of monies budgeted for the project. Document changes in project cost, schedule, change orders and prepare written reports to engineering managers on project status and problems needing resolution by management.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge in engineering principles and practices related to capital project management and other engineering program areas which involve defining the scope of the project, contract requirements, cost estimation, budget analysis, managing contractor performance, contract law, construction materials, and Federal, state, and local codes and regulations. Extensive knowledge in evaluating consultant capabilities, bid proposals, project costs and scheduling, construction project bidding, change orders, and contractual requirements for payment. Thorough knowledge in written, oral and electronic communications related to project management and consultant and contractor performance through concise and accurate reporting of technical details and construction status related to quality of work, time schedules, and cost estimates. Thorough knowledge in understanding the inter-dependency between land use management issues and the required supporting traffic engineering infrastructure. Thorough understanding of the goals, objectives, policies and requirements in the operation and maintenance of traffic signals. Thorough understanding of the functional characteristics and principles governing traffic flow concepts, Advance Traffic Management System (ATMS),and Asset Management System. Ability to write technical documents, reports and correspondence. Ability to interpret technical designs, drawings, specifications and contract documents. Ability to operate a personal computer and use a variety of software applications. Ability to communicate effectively both orally and in writing. Ability to make effective presentations of technical engineering subjects to a variety of government officials, community groups, and citizens. Ability to work effectively and equitably with people.
Minimum Qualifications
Education : A bachelor's degree from an accredited four-year college or university with a degree in Engineering or a related field
Experience : Four (4) or more years technical experience in engineering
Additional Requirements : A valid non-commercial Class C motor vehicle operator's license.
