Job Description
Are you a seasoned leader with a passion for high-voltage systems and smart grid innovation? The Public Works Commission (PWC) is seeking a highly skilled Substation Field Supervisor to oversee the operation, maintenance, and modernization of our electric substations and metering infrastructure. This is a critical leadership role supporting the safe, reliable delivery of power to over 85,000 customers.
What You'll Do:
As the Substation Field Supervisor, you will manage all 230,000-volt point-of-delivery interconnections with Duke Energy, as well as high-voltage equipment at the Butler-Warner Generation Plant and 32 distribution substations. Your responsibilities will include:
  • Supervising field crews responsible for substation construction, maintenance, protection, control, and metering.
  • Leading the implementation of smart grid technologies and system upgrades.
  • Ensuring compliance with FERC, NERC, and SERC regulations, including maintenance scheduling and documentation per NERC PRC-005.
  • Analyzing maintenance data to identify trends and problem areas.
  • Coordinating equipment testing, failure investigations, and root cause analysis.
  • Managing inventory, spare parts, and tools for substation operations.
  • Collaborating with consulting engineers and internal departments to plan and execute projects.
  • Providing technical support for commissioning new substations and mobile installations.
  • Leading and mentoring a diverse team of technicians and analysts.
What You Bring:
Knowledge, Skills & Abilities:
  • Deep knowledge of substation construction, maintenance, and electrical theory.
  • Familiarity with energized systems up to 230,000 volts and related safety protocols.
  • Proficiency in interpreting schematics, one-line and three-line diagrams, and relay logic.
  • Experience with protective relays (SEL, GE), remote terminal units, and communication protocols (Modbus, DNP3, IEC 61850).
  • Strong leadership, project management, and organizational skills.
  • Ability to manage multiple projects, prioritize tasks, and lead cross-functional teams.
  • Excellent written and verbal communication skills.
  • Competency in root cause analysis, technical reporting, and regulatory compliance.
Minimum Qualifications:
Choose one of the following:
  • Option A: Bachelor's degree in engineering, electrical/electronic technology, or related field + 5 years of progressively responsible experience in electric utility construction/maintenance, including supervisory and project management experience.
  • Option B: Associate degree or certification in Electric Utility Substation and Relay Technology + 8 years of experience as an Electric Substation Technician or related role.
  • Option C: Equivalent combination of education, training, and experience as defined above.
Equipment Operated:
  • Computers, field computers, asset management software, network communication equipment, hand tools, and utility vehicles.
Special Requirements:
  • Must possess and maintain a valid North Carolina Class C Driver's License.
  • Must be willing to pursue ongoing education and technical training.
  • Must maintain all required PWC safety certifications.
Physical Requirements:
  • Ability to work in confined spaces, at heights, and around energized equipment.
  • Must be able to perform the essential functions of the position.
Safety Hazards:
  • Exposure to high voltages, energized lines, inclement weather, and other hazards typical of electric utility environments.
Protective Equipment:
  • As required by OSHA, PWC Safety Manual, and APPA Safety Manual.
