Job DescriptionJob DescriptionDigineox is seeking a Project Manager / Acquisition Subject Matter Expert (SME) with an active TS/SCI clearance to lead a high-profile assessment of acquisition lifecycle processes for a Department of Defense (DoD) agency. This role will play a key part in identifying process inefficiencies, improving stakeholder experiences, and enhancing acquisition practices across development, pre-award, and execution phases.
The ideal candidate brings deep knowledge of DoD and federal acquisition policies, strong project leadership experience, and a consultative mindset focused on practical process improvement and compliance.
Key Responsibilities:
Lead a comprehensive, independent review of the agency’s acquisition processes, with a focus on:
Acquisition development
Pre-award planning and documentation
Award execution and post-award feedback
Evaluate acquisition performance by analyzing:
Milestones, timelines, and throughput
Workforce structure, roles, and training gaps
Documentation completeness and quality
Compliance with FAR, DFARS, and DoD acquisition regulations
Feedback from internal stakeholders and directorates
Identify inefficiencies, bottlenecks, and non-compliant practices; recommend actionable improvements that balance speed and regulatory rigor
Lead stakeholder interviews, facilitate working sessions, and synthesize qualitative and quantitative insights
Support the development of a final report with clear recommendations for process improvement and stakeholder satisfaction
Required Qualifications:
Active DoD Top Secret / SCI clearance (must be current)
U.S. citizenship and eligibility for access to controlled government information
Bachelor’s degree in Business, Public Administration, Acquisition, or related field
10+ years of experience supporting or managing federal/DoD acquisition programs
Expertise in FAR, DFARS, and DoD acquisition policies and lifecycle practices
Strong track record of leading acquisition process improvement initiatives
Excellent project management, documentation, and stakeholder engagement skills
Availability to support on-site activities at Fort Belvoir, VA as needed
Qualifications:
DAWIA Level II or III Certification
Project Management Professional (PMP) certification
Experience supporting defense agencies or acquisition offices
Familiarity with acquisition support systems such as PRISM, PD2, or other contract writing tools
Key Competencies:
Critical thinking and structured problem-solving
Effective written and verbal communication
Process design and organizational change leadership
Compliance and audit readiness
Technical writing and executive reporting
