ProSource360 Consulting Services, Inc. is seeking a
Senior Program Manager Subject Matter Expert (SME)
to support the
Air and Space Biosciences Division (711 HPW/RHB) , within the
Human Effectiveness Directorate , located at
Wright-Patterson Air Force Base , Ohio. This position provides critical advisory and assistance services in support of the Air Force's Science & Technology and Defense Health Program (DHP) Research & Development portfolios. The selected candidate will serve as a key member of the senior program management team, helping lead the planning, budgeting, and execution of high-value biomedical and human performance research initiatives across an investment portfolio supporting public health, contingency operations, and aerospace medicine.
Responsibilities
Provide day-to-day program management expertise to support the S&T research portfolio within 711 HPW/RHB.
Apply acquisition and program management principles across all phases of the Air Force Research Laboratory (AFRL) project life cycle.
Monitor administrative processes and develop tools for project execution, cost control, and assessment.
Participate in strategic and tactical planning, defining project parameters for successful execution.
Evaluate and report budget execution metrics including obligations, commitments, and expenditures.
Develop and review independent program cost estimates and support funding strategies.
Collaborate with cross-functional teams including scientists, engineers, and finance professionals to assess program progress.
Assist with contract-related documentation including statements of work, technical evaluations, and RFP support.
Provide briefings and technical documentation to senior government leadership and stakeholders.
Represent the program during internal reviews, external meetings, and scientific forums.
Identify and help resolve project issues, implement corrective actions, and mitigate risks.
Create and maintain documentation using Microsoft Office applications to support program reporting, including Monthly Reviews, Quarterly Status Reports, and Program Management Reviews.
Maintain active communication and visibility on Air Force Teams during business hours.
Requirements:
Required Qualifications
Bachelor’s degree in business administration, Finance, Accounting, or related field.
Minimum of 10 years of program/project management and budget analyst experience in a DoD or federal environment
OR
at least 20 years of direct program management experience.
DAWIA/APDP Level I (or higher) certification in either Financial Management or Program Management.
Demonstrated experience in the Planning, Programming, Budgeting, and Execution (PPBE) process, contract administration, and funding analysis.
Proven experience with multi-million-dollar program budgeting, multiple funding types, and fiscal regulations.
Skilled in developing cost estimates, analyzing financial data, and reporting through DoD systems.
Strong written and verbal communication skills, with experience briefing senior leadership.
Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
US Citizenship required.
Highly Desired Skills
Experience using the Air Force Comprehensive Cost and Requirement System (CCaR).
Background in STEM or Research & Development environments.
Completion of DoD Financial Management or Comptroller professional training.
Experience supporting biomedical or human performance-related R&D projects.
