About the job Program Controls Specialist Essential Duties & Responsibilities:Assist with cost control, budget management, data handling, reporting, and project control systemsIdentify best practices and coordinate the development and implementation of project controls tools and proceduresInterface with senior program controls specialists and managers to support decision-makingConduct detailed data analysis and validation to ensure accuracy and reasonablenessRecommend policy changes to improve organizational effectiveness and project deliveryOrganize program and project-level data to support timely and accurate reportingDevelop metrics and reports for providing accurate and timely information to management and stakeholdersCreate new control processes and procedures related to budgets, estimates, schedules, and program roll-upProvide documentation support for program controls processes, policies, and proceduresSupport internal and external auditsReview proposed project budget and scope changes for proper justification and documentationTroubleshoot issues related to project budgets, scopes, schedules, funding, or documentation in collaboration with other divisions or departmentsMinimum Qualifications:Bachelors degree from a recognized college or university in Engineering, Construction Management, Information Technology, Finance/Accounting, or Business AdministrationOR equivalent experience on a year-for-year basis if educational requirement is not metSix (6) years of full-time paid professional experience in project controls, including:PlanningBudgetingEstimatingForecastingSchedulingCost and schedule controlProject reportingAt least three (3) years of that experience must be in a government agency or on infrastructure engineering/construction projects as a program or project controls specialistExperience must include the use of project control tools such as:Oracle PrimaveraContract ManagerUnifierTimberline Gold Job Cost & Accounting SystemOr similar project management softwareProficiency in Microsoft OfficeExcellent written and verbal communication skillsStrong organizational and planning capabilitiesAbility to develop effective working relationships with project teams and department staff
