Overview: Under general guidance, manages multimodal transportation studies and long-range planning activities that are high-profile and visible to the Board, external agencies, and the public. Serves as a lead representative for OCTA in regional and statewide planning forums and ensures that OCTA’s priorities are effectively communicated with regard to evolving legislative, policy, and regulatory developments. This is an exempt position in Salary Grade 220: Min $110,178 – Mid $132,214 – Max $154,250 per year. The starting salary will be within this range based on qualifications. Has the technical skills, product knowledge and professional skills to do the job. Oversees complex corridor, system-wide, and long-range transportation studies, ensuring alignment with agency goals and regional plans. Directs technical analysis, procedural review, and issue resolution for corridor development and feasibility efforts. Manages section budget and projects resources. Reviews technical reports from staff, consultants, and agency partners. Oversees consultant contracts and cooperative agreements, ensuring timely delivery, budget compliance, and alignment with funding requirements. Advises executive leadership on regional and state transportation policies, regulatory changes, and legislative initiatives. Serves as OCTA’s lead technical representative in regional and interagency coordination forums, including SCAG, Caltrans, and AQMD. Ensures that OCTA planning efforts are timely, policy-informed, and responsive to state/federal planning frameworks. Participates in regional working groups, state planning efforts, and interagency studies to support consistent, multimodal corridor strategies. Communicates Powerfully & Prolifically:

Shares insights on issues/problems, clarifies purpose and links that purpose to actions. Delivers presentations to the OCTA Board, advisory committees, executive staff, and professional associations. Prepares clear and compelling written reports, scopes of work, and funding justifications. Represents OCTA in meetings with elected officials, city staff, advocacy groups, and the public on key planning and policy issues. Communicates OCTA positions in technical advisory committees, planning forums, and policy briefings. Develops Strategic Perspective:

Knows how immediate work relates to organizational strategy, translates into actionable steps. Translates OCTA’s strategic goals into actionable work plans and regional studies. Oversees or conducts planning efforts including feasibility and project initiation studies. Aligns corridor planning and long-range strategies with regional growth forecasts, environmental mandates, and equity considerations. Leads coordination across divisions to ensure consistency between planning recommendations and programming/project delivery priorities. Monitors and interprets transportation policy trends, funding frameworks, and regulatory requirements affecting OCTA’s planning programs. Navigates politically sensitive or controversial issues through inclusive planning and engagement practices. Develops Others:

Provides on-going feedback in a helpful manner to develop skills and talents of others. Provides professional development guidance to staff, aligning individual goals with section and agency-wide priorities. Delegates challenging assignments that promote staff growth, ownership, and innovation. Fosters collaboration across departments and with external partners to resolve complex planning and policy issues. Qualifications Any combination of education and experience equivalent to a bachelor's degree in Transportation Planning, Urban Planning, or related technical field and training in public transportation with a minimum of five years of public transportation planning experience managing large and complex planning studies. Three years of previous management transportation planning experience is preferred. A Master’s degree or a Project Management Professional (PMP) designation, as well as environmental expertise are preferred.
