clearance. Cherokee Nation Government Solutions, (CNGS) is seeking a highly experienced Program Manager to support the US Marine Corp Cyberspace Operations Group (MCCOG). The objective is to support the MCCOG in carrying out the technical, engineering, operations, maintenance, and management functions that support global network operations and defense of the Marine Corps Enterprise Network (MCEN). The MCEN is comprised of Eight Information Technology (IT) Support Centers (ITSCs) which are responsible for the management and compliance of devices (specifically workstations and other endpoints) within their regions; and the Quantico Operations Center which monitors network operations 24x7x365 through an array of strategically positioned sensors to ensure the availability and security of the MCEN. Specifically, the Operations Center monitors three major areas of the MCEN: (1) threats and vulnerabilities; (2) Information Technology (IT) systems status and performance; and (3) global Government operations. The Program Manager will manage a large team of skilled and trained MCEN staff. The Program Manager will oversee all contract-related activities and managing contractor personnel. This individual will serve as the primary point of contact for contractor staff and government stakeholders, ensuring high-quality execution of contract requirements and alignment with MCCOG technology objectives. This position emphasizes leadership, network operations expertise, DoD networks, strategic contract management, with a focus on compliance, efficiency, and stakeholder coordination. Compensation & Benefits: Estimated Starting Salary Range for
Program Manager : DOE Pay commensurate with experience. Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Program Manager Responsibilities Include: Must be the contractors' representative responsible for management and coordination of all the contractors.
Will be responsible for recruitment, screening, interviewing, and qualifying of personnel. The Program Manager must analyze the work of subordinates and take appropriate steps for retention or other personnel actions.
Will conduct at least monthly meeting with the COR to review weekly/monthly reports, issues, etc.
Act as the primary liaison for contractor personnel and stakeholders, ensuring effective communication and collaboration.
Manage the onboarding and offboarding of contractor personnel by federal policies.
Oversee quality control and timely submission of Information Technology deliverables, including Contract Data Requirements Lists (CDRLs).
Lead the allocation and management of contractor resources to meet performance objectives.
Ensures compliance with the Federal Acquisition Regulation (FAR) and related policies.
Conducts market research and cost/price analysis to inform contract decisions.
Serves as a contracting officer or contracting specialist, either directly or in oversight roles.
Analyzes performance and contract data to identify process improvements and advise the Contracting Officer Representative (COR).
Monitors and aligns project expenditures with financial forecasts and contractual goals.
Ensures compliance with all relevant regulations, policies, and standards.
Performs other job-related duties as assigned.
Program Manager Experience, Education, Skills, Abilities required: Active Program Management Institute (PMI) Program Management Professional (PMP) certification
A minimum of a Bachelor's degree in a related Technology discipline or in Management.
At least ten years of experience managing a contract/task order of similar size, scope, and complexity to that outlined in the PWS.
At least five years' demonstrated experience supporting a C4 environment consisting of similar network applications and systems described in the TOR.
