BASIC FUNCTION The purpose of this position is to serve as the Chief Technology Officer for the Research Institute for Tactical Autonomy (RITA), University Affiliated Research Center (UARC). NATURE AND SCOPE Internal contacts include executives, administrators, faculty, staff, and students of the department and the University at large, with special emphasis on the Technical Research, Budget, and Controller’s Offices. External contacts include representatives from the federal government, other colleges and universities, professional associations, consultants, vendors, alumni, and the general public. PRINCIPAL ACCOUNTABILITIES Serves on the RITA leadership team and assists the RITA UARC Executive Director, PIs, staff, consortium faculty members, business processes, Department of Defense, Department of Air Force, Air Force Research Lab, and other federal government units. Oversees the management of intellectual property arising from research activities, including patent filing and licensing agreements. Ensure compliance with all relevant regulatory and ethical standards for research and product development. Guide the translation of research findings into viable products or services, working closely with product development teams. Work in collaboration with RITA leadership in establishing and maintaining partnerships with academic, industry, and government entities to enhance research capabilities and opportunities. Identifies opportunities for improvement. Reviews, analyzes, and evaluates business procedures. Improves customer service and satisfaction through policy and procedural changes. Leads coordination and integration of efforts among operations, engineering, technology, and customer service divisions to produce smoother workflow and more cost-effective business processes. Projects a positive image of the organization to employees, customers, industry, and community. Set team and individual goals. Performs other related duties as assigned. CORE COMPETENCIES Excellent leadership and organizational abilities In-depth knowledge of the Department of Defense process and operations Experience in technical and management disciplines Composite skills required at the intersection of leadership and engineering. Superior knowledge of industry regulations and operational guidelines Outstanding negotiation skills Excellent written and oral communication Proven knowledge of performance evaluation metrics in a business setting MINIMUM REQUIREMENTS Master’s degree (foreign equivalent or higher) in engineering, computer science, business administration, finance, management, or any related field, as well as military experience. A PhD is preferred. Understanding of contracts and Department of Defense operations and processes. Leadership training, such as decision-making, corporate governance, change management, negotiation, strategic leadership, and business analysis, would be preferred. A minimum of 7 years of experience working in a contracting business and a minimum of five years in a management or leadership capacity. Experience conducting both internal and external/client negotiations. A suitable candidate will have demonstrated success in creating creative and practical solutions to increase employee productivity and maximize profitability.
