This position is for a Future New Business Opportunity.

The Program Manager will provide support to a mission critical program that makes a difference in the lives of fellow US citizens. Candidate must be a U.S. citizen and have a Public Trust successful adjudication from the U.S. government. The candidate will provide overall managerial direction for multiple programs. Utilizes a combination of program management skills and subject matter expertise to provide customer support. Formulates and reviews program feasibility studies, determines cost and ensures conformance to quality standards. Responsible for development of IT or relevant program management plans, schedules, risk registers and management of IT program risk.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
Program Leadership and Oversight:
Provide executive-level program management for IT operations and sustainment services supporting DHA environments
Oversee program execution to ensure all contractual obligations and technical requirements are met Develop, implement, and maintain program management plans, schedules, and controls
Manage program resources, budget, staffing, and performance metrics
Technical Program Direction:
Lead a team of IT architects, engineers, and administrators supporting identity and access management, desktop engineering, and enterprise system monitoring
Direct and coordinate activities related to cloud services, on-premises infrastructure, directory services, and security operations
Ensure program compliance with DoD Zero Trust Strategy, DoD ICAM Strategy, DoD Digital Modernization Strategy, and DoD Cybersecurity Reference Architecture
Oversee migration strategies between on-premises and cloud environments
Quality and Risk Management:
Develop and implement quality control procedures to ensure all services meet or exceed performance standards
Identify, assess, and mitigate program risks and issues
Ensure program maintains appropriate security posture and compliance with Risk Management Framework (RMF)
Coordinate incident response and continuity of operations planning
Stakeholder Management and Reporting:
Serve as primary interface with Government leadership and stakeholders
Present program status, achievements, and challenges to senior DHA leadership
Develop and deliver regular performance reports, financial analyses, and technical briefings
Manage customer relationships and ensure high levels of customer satisfaction
Strategic Planning:
Develop and execute strategic roadmaps for technology modernization
Identify opportunities for process improvement and technology enhancements
Advise Government leadership on emerging technologies and implementation strategies
Align program activities with DHA's strategic objectives and mission requirements
Required Skills and Knowledge:
Expert knowledge of enterprise IT operations, including directory services, identity management, and endpoint management
Strong understanding of Microsoft technologies, including Active Directory, Azure, Microsoft 365, MECM, and Intune
Proficiency with cybersecurity frameworks, DISA STIGs, and RMF processes
Experience with change management, configuration management, and IT service management practices
Excellent communication, leadership, and problem-solving abilities
Ability to obtain and maintain required security clearances
Education and Certification:
Master's degree in Computer Science, Healthcare Administration, Information Technology, Business Administration, or related technical field
Current Project Management Professional (PMP) Certification
DoD 8570/8140 IAT Level III certification (or ability to obtain within 90 days)
Experience:
Minimum 15 years of progressively responsible IT program management experience
At least 8 years managing complex enterprise-level IT programs in DoD or federal healthcare environments
Experience with military health systems and TRICARE operations preferred
Travel:
Primary work location will be remote with potential for travel to CONUS and OCONUS sites as required by the mission.
