Description ICF is seeking a Line of Business (LOB) Manager to provide leadership and strong program management for a large national program of Program Support Services (PSS) focused on child support enforcement. The role involves supporting project execution in a federal consulting environment, helping the Office of Child Support Enforcement (OCSE) improve compliance, enforcement, and service delivery through program and IT management, technical support, training, and data access services. You will develop and maintain work plans for service areas including Case Locate and Interstate, Employer Services, and Federal Collection and Enforcement. Responsibilities include: Recommending system and process enhancements Developing business requirements for new enhancements Conducting feasibility studies, business cases, and cost-benefit analyses Gathering information from various sources Developing project plans and schedules, and presenting at governance meetings Supporting federal managers and states in interstate initiatives Coordinating Interstate Case Reconciliation (ICR) with states and contractors Creating Reconciliation Outcomes Reports Providing technical assistance and interpreting response data Maintaining user guides and outreach materials Engaging stakeholders to improve communication and processes Recommending data reporting improvements and ensuring compliance Participating in conference calls and coordinating with agencies like DOL Qualifications: 3+ years of experience with OCSE regulations and program implementation MS degree with at least 4 years’ relevant experience, or B.S. degree with at least 8 years’ experience 3+ years managing staff 1+ years managing work plans and schedules Ability to travel up to 10% Eligible for Public Trust clearance Preferred: Master’s in social services or related field Experience with DFS and FPLS PMP certification Skills: Strong project management and quality control skills Excellent communication and analytical skills Proficiency in MS Office and SharePoint ICF is a global advisory and technology services provider committed to diversity and equal opportunity.
