Manager, Asset Planning

The Manager Engineering is responsible for supervising a functional Engineering staff and providing strategic long-term water and wastewater system planning through the organization, coordination, procedures and governance for capital planning and capital asset management programs. Key Accountabilities

Manages water and wastewater capital asset and planning programs of varying scope including coordination with corporate planning team on development of comprehensive planning studies (CPS) and managing overall planning programs to update CPS, preparing target planning studies, identify and quantify key asset and operational risks across the State (in coordination with other functions), and support the annual development of the 5-year capital investment plan. Prepares and maintains asset investment plans and strategic capital expenditure plans. Plans to accurately address operational needs, operational efficiencies, asset management and strategic investment goals set by the State/Corporation based on prioritization models. Assists in developing, implementing and monitoring conformance with comprehensive and strategic investment plans. Serves as a competent technical resource on water and wastewater system planning matters including capital planning, safe yield analysis, demand/load projections, treatment adequacy, collection, transmission and distribution adequacy, computerized hydraulic modeling and analysis, water conservation, regionalization. Supervises a team of Engineering staff within the limits of capital asset planning programs. Guides and serves as technical advisor to lower-level Engineers and other personnel requiring technical direction. Ensures Engineering compliance with established Company and regulatory criteria, specifications and standards. Develops a team staffed with able and motivated employees and provides for or trains suitable replacements. Manages and supervises other technical/operations related projects, i.e., unaccounted for water, equipment maintenance, etc. Ensures that policies, procedures, programs, standards of performance and approved objectives are adhered to and/or achieved. Knowledge/Skills

Strong knowledge of Engineering theory related to planning, design and operations concepts for water and wastewater resource management facilities; Engineering and utility economics and knowledge of contract administration and construction technology related to water and wastewater facilities. Good working knowledge of water/wastewater system comprehensive master planning and capacity, condition, and performance assessment of related facilities, pipeline system hydraulic modeling or equivalent water/wastewater system design experience. Good working knowledge of regulatory developments, new technology and current trends in water quality and water/wastewater treatment and other related water resource management disciplines. Knowledge of applicable state and federal regulations. Knowledge of Company operations and procedures. Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards. Demonstrated skills and ability to lead, supervise, motivate, develop and direct skilled teams in meeting Company goals and objectives. Strong verbal and written communication skills; e.g., listening, presentation, report writing, etc. Interpersonal skills; e.g., tact, diplomacy, persuasion, cooperation, ability to influence and motivate functional and cross-functional peers and decisions, etc. Strong quantitative and analytical skills. Strong Project Management skills. Internal consulting skills; e.g., technical, analytical, problem solving, etc. Computer literacy. Competent in the use of word processing, spreadsheet, flow-charting, project scheduling. Financial analysis skill, including budget management and basic accounting knowledge. Experience/Education

Bachelor's degree in civil engineering or related field of Engineering. Advanced Degree preferred. Equivalent role related work experience in lieu of a degree will be considered. Minimum of twelve (12) years' experience in the Engineering function of a large organization. Experience with Water or Wastewater utility is preferred. Certifications/Licenses

Professional Engineer (PE) preferred. Work Environment

Primarily office with occasional local / overnight work in the field. Travel Requirements

Periodic travel with overnight stays required. Around 10% of total time is anticipated away from the office. Valid state driver's license with acceptable driving record is required. Competencies
