Contra Costa County is seeking a

Procurement Services Director

(Deputy Public Works Director) within the Public Works Department.

The Procurement Services Director is a strategic leader responsible for overseeing the County’s procurement division. This role will define and implement a modern procurement model focused on service delivery, efficiency, and innovation. Reporting to the Public Works Director and collaborating with County Administration, the director will lead a division undergoing modernization, drive process improvements, and serve as the face of procurement for internal and external stakeholders. The role supervises a team of 12 and offers a significant opportunity to shape the future of the division.

This classification is EXEMPT from the merit system and is not subject to the Personnel Management Regulations.

License Required:

Possession of a valid California Motor Vehicle Operator’s License. Out-of-state valid Motor Vehicle Operator’s licenses will be accepted during the application process.

Registration:

Deputies responsible for Flood Control, Road Maintenance, Transportation Engineering, Engineering Services, and Design & Construction must possess a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.

Deputies responsible for Procurement must possess one or more of the following professional certifications: Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), Certified Professional in Supply Management (CPSM).

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain these is:

Education:

Possession of a Bachelor’s degree from an accredited college or university in business management or administration, public administration, economics, supply chain management, engineering, or a related field.

Experience:

Six (6) years of progressive full-time or equivalent experience in a managerial, supervisory, or administrative capacity in areas such as engineering, facilities or field maintenance, flood control, project management, personnel management, land acquisition, property management, procurement, or finance. At least one (1) year of this experience must be in a public agency.
