The referenced pay range represents the minimum and maximum compensation for this job. Responsibilities
The Assistant Director Treasury provides oversight and management of University wide central treasury operations. Using knowledge and application of financial and accounting principles, conducts analysis of complex financial data; preparation of cash and treasury management information; responsible for the management of the University debt administration and internal repayment; develops and recommends process improvements to ensure the accuracy, completeness, and effectiveness of all aspects of treasury financial information at the University. Supervising a team of treasury professionals, oversee the cash positioning and forecasting. Monitor and establish company-wide treasury policies/internal controls. Drive/support the initiatives to optimize banking infrastructure and cash management processes. Collaborate with IT in establishing and maintaining treasury technology solutions including required interfaces, to support cash management activities
Develop long-term financial plans and conducting scenario analysis. Maintain relationships with banking and financial institutions and ensure compliance with all regulations. Enhance liquidity by helping to design and implement strategic liquidity initiatives including commercial paper and supply chain financing.
Recognized as an expert and advisor within the University through in-depth expertise in treasury management. Primary backup to Associate Treasurer.
Essential Functions
Responsible for managing University’s $2.0 billion long term debt portfolio, includes debt repayment process including monthly posting of entries and reconciliation of debt accounts. Oversight of internal debt repayment portal via Kyriba and negotiates repayment plans with the appropriate division finance officers and budget office. Manages reporting and analyses, setting forth progress, adverse trends, and appropriate recommendations or conclusions to support research results. Assist with University long-term debt issuance and oversight for related data analytics of data received from investment bankers and others. Provides strategic direction for debt planning and decision making to University senior leadership. Responsible for University’s internal/central bank through policy and framework development, create models for internal debt repayment and what if scenarios building cash within the interna/central bank. Lead and direct internal/central bank policy and associated actions necessary for payment of long-term debt in the future. Create strategic roadmap to increase the University’s liquidity through commercial paper and other treasury opportunities. Oversight for the day to day management and related analyses of the University’s daily cash position, monthly cash detail data base, and monthly, annual long-term cash forecasts, and provides communication and reporting information to senior University financial officers. Directs, authorizes and initiates University wide automated clearing house (ACH) and wire transfers; maintains entitlement for processing University payments up to $100,000,000. Maintains communication with external financial service providers to resolve and negotiate banking issues and to discuss and review new banking services. Oversight of development and reporting of treasury metrics and reporting information. Maintains current knowledge of treasury and financial regulations impacting the University of Rochester. Keeps abreast of trends as they relate to financial and treasury management and adapts new development into planning, control and analytical processes. Recognizes and develops opportunities to improve processes to strengthen internal controls. Develops and/or modifies policies and procedures to ensure compliance as it relates to treasury. Areas include working capital, payment card policy, internal/central bank policy, internal debt repayment policy, foreign currency handling policy, currency requisition policy, prepaid card policy, and other related treasury policies. Other duties as assigned.
Minimum Education & Experience
MBA with a Bachelors in Finance or Accounting and 15 years of finance, accounting, or related experience, at least 5-10 years of which are direct treasury experience required. Or equivalent combination of education and experience. Experience in higher education (preferably with an academic medical center) required. Experience with PCs using Microsoft applications required.
Knowledge, Skills & Abilities
Excellent communication skills required. Ability to maintain quality and efficiency and navigate tight deadlines required. Ability to work independently as well as in a team-structured environment required.
Licenses And Certifications
Certified Treasury Professional (CTP) upon hire required.
