General Description Of Duties

Under the direction of the Director, the purpose of the position is to provide administrative, professional and supervisory work in performing business process management. The Business Manager is involved from beginning conceptual stages through construction for numerous and diverse County projects with various Department specialties. Performs highly technical, administrative and project management functions.

Essential Job Functions

Plans, coordinates and maintains an efficient accounting system, including accounts payable and receivable, and accounting functions through the use of a personal computer. Compiles periodic financial statements and reports related to department or division financial activity. Provides support to the Director regarding business process management. Reconciles and classifies the recording receipts and distributions Prepares, submits and monitors county-wide and departmental grants. Plans, organizes, develops, reviews, and revises accounting forms, fiscal statements, controls, information systems, and procedures to promote efficient financial records. Organizes annual budget preparation with all division managers and supervisors. Liaises with Finance and OMB to ensure the accuracy of the budget. Analyzes all projects including ensuring available funding or processing a budget change request. Prepares and/or coordinates with OMB. Reviews and forwards requisition payments for final approval. Supervises staff. Assists various Departments in project management, as well as administration and supervision of both design and construction projects. Prepares public presentations. Provides supervisory and technical work involved with the day-to-day financial and technical management of various projects. Ability to apply accounting procedures to construction management projects. Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education:

Bachelor's Degree in Finance, Accounting, or a closely related field.

Experience:

Ten (10) years of experience in a field related to project management, accounting, scheduling, budgeting, contract administration; or a combination of education, certification, training and experience.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License.

Knowledge, Skills And Abilities

Knowledge of maintaining records according to industry standards for all projects. Records shall generally include but not be limited to all correspondence, contract documents, change orders, RFIs, photographs, etc. Knowledge of keeping logs, recording the activities related to the project, weather conditions, nature and location of work being performed, verbal instructions and interpretations given to the designer and Contractor, specific observations, any occurrence or work that might result in a claim for a change in Contract Sum or Contract duration. Knowledge of local government administration, management, budgeting, account and financial administration. Considerable knowledge of laws, regulations and statutes as related to budget development. Ability to analyze and evaluate accounting data. Ability to follow detailed oral and written instructions. Ability to prepare complete and accurate complex accounting reports and statements. Ability to communicate effectively both orally and in writing. Ability to evaluate and analyze data and make recommendations based on sound judgment. Requires strong written and verbal communication skills. Ability to establish and maintain effective relationships with subordinates, other departments, outside agencies, and the public. Ability to evaluate information, make decisions and coordinate consultants efficiently. Thorough knowledge of maintaining records, in an orderly manner, at the construction site and office, e.g., correspondence, contract documents, change orders. Ability to clearly communicate information both verbally and in writing. Ability to establish and maintain effective working relationships with employees, division and department heads, public/private sector professional contacts, and the general public. Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction. Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently. Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Ability to access, operate and maintain various software applications.

Physical Demand Requirements

Physical Demand: Light

20 pounds maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs. If less lifting involved will require significant walking/standing. If mostly sitting is involved will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
