Position Overview: The Program Manager (PM) will lead the strategic, technical, and operational execution of a complex NOAA-funded earth system modeling program under a multi-year IDIQ contract. The PM will coordinate multi-agency, multi-disciplinary teams to advance numerical weather prediction (NWP), support research-to-operations (R2O) pipelines, and manage the delivery of scalable, community-based software solutions. This position is ideal for a senior leader with
deep NOAA experience , expertise in managing high-performance computing (HPC) environments, cloud-based development, and public-facing community infrastructure in alignment with NOAA’s long-term modeling strategy.
Key Responsibilities: Serve as the
primary interface with NOAA’s Contracting Officer (CO), Contracting Officer’s Representative (COR), Program Office leadership, and cross-agency stakeholders. Lead day-to-day management of all task orders, ensuring contract compliance, schedule adherence, and high-quality deliverable execution. Oversee the
development and maintenance of continuous integration/continuous deployment (CI/CD) pipelines
that support community-driven modeling efforts and research-to-operations transitions. Manage the secure
transition of key foundational functions from incumbent providers
to ensure seamless continuity of service. Facilitate the maintenance and enhancement of
public-facing software platforms, community user support environments, and cloud-based sandboxes . Coordinate technical teams to support community releases of software applications, system architecture updates, and machine learning (ML)-enabled model components. Implement a
robust Agile project management framework
to prioritize deliverables, integrate multi-disciplinary teams, and support rapid iteration cycles. Lead community engagement initiatives, including
workshops, training events, and stakeholder feedback sessions
to support collaborative governance and strategic alignment. Ensure full compliance with
NOAA security standards, IT requirements, public access data policies, and community release best practices.
Required Qualifications: Project Management Professional (PMP) Certification. Minimum 8 years of program management experience
supporting NOAA, NWS, NOAA Labs, or comparable federal scientific programs. Proven ability to lead large, multi-task order IDIQ contracts in the federal space. Demonstrated experience managing
high-performance computing (HPC) environments, cloud-based scientific platforms, CI/CD pipelines, and open-source community software. Expertise in NOAA modeling frameworks such as the
Unified Forecast System (UFS), JEDI, METPlus, or equivalent systems. Experience in community code management, governance participation, and public software release coordination.
Qualifications Prior work with NOAA earth system modeling, numerical weather prediction, or related federal environmental data programs. Familiarity with NOAA’s cloud systems, RDHPC platforms, and data management frameworks. Experience integrating
machine learning (ML) components into scientific workflows and supporting hybrid physics-based/ML modeling environments. Proficiency with Agile tools such as
Jira, Confluence, GitHub, Jenkins, Docker, and Spack-stack.
Soft Skills Strong leadership and cross-agency coordination capabilities. Excellent risk management, resource allocation, and schedule management skills. Proven ability to support open science, community-driven development, and transparent public collaboration.
