r. This positiondrives performance enhancements within the Power Section by developing strategic initiatives and leveraging innovative approaches to data collection, analysis, and reporting. This role provides leadership and oversight to the Traction Power and Facilities Power teams, ensuring the effective planning, maintenance, and repair of power systems to deliver reliable, efficient, and compliant operations. The manager supports organizational objectives by leading power-related projects, managing a skilled workforce, and optimizing system performance while adhering to safety and regulatory standards. King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding seven new stations. Additional expansions to the Link system will be coming online for years to come. This rail service complement Metro's extensive fixed-route bus system and mobility services. Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily. Team Leadership Participate in workforce planning, including hiring, training, work assignment, coaching, performance evaluation, discipline, and termination as needed. Conduct regular performance reviews, provide constructive feedback, and develop professional growth plans for team members. Foster a collaborative, inclusive, and safety-focused team culture. Budget and Resource Management Develop and manage annual budgets for Power Section operations, maintenance, and capital projects. Optimize resource allocation to balance cost, quality, and performance objectives. Monitor expenditures and provide detailed financial reports to senior leadership. Risk Management and Emergency Response Identify risks to power system operations and develop proactive mitigation strategies. Lead emergency response planning, including:
Establishing response protocols for power failures or critical incidents. Ensuring rapid response and resolution to minimize system disruptions.
Project Planning and Execution Create project plans, timelines, and budgets for power system initiatives. Manage resources, schedules, and deliverables to ensure projects are completed on time and within budget. Monitor project progress, resolve challenges, and provide regular updates to senior management. Compliance and Safety Ensure all power system maintenance activities comply with applicable regulations and standards. Conduct safety audits and risk assessments, implementing corrective actions as needed. Develop and enforce Standard Maintenance Procedures (SMPs) to ensure safe power system operations. Documentation and Reporting Maintain comprehensive records of system designs, maintenance logs, and compliance documentation. Prepare and submit regular reports on system performance, project status, and team activities. Document lessons learned and best practices to inform future operations. Additional Responsibilities Perform other duties as assigned to support organizational objectives. Minimum Qualifications Option 1: Five (5) years of journey-level high voltage electrical and/or traction electrification systems experience.
Three years of formal management experience, including responsibilities such as team oversight, budgeting, performance management, task delegation, and decision-making authority.
Experience working closely with partners in service delivery, including other agencies, unions, and vendors.
A Valid Washington State Driver’s License with an acceptable driving record.

Option 2: A combination of equivalent education and experience that provides the necessary knowledge, skills, and abilities to perform the essential functions of the role. Note: This must include journey-level high voltage electrical and/or traction electrification system experience.

Required Knowledge and Skills
Advanced understanding of rail and transit policies, procedures, and operations. Expertise in rail base operations, maintenance, training, technology, communications, and service quality principles. Strong knowledge of project management methodologies and practices. Familiarity with human resources management, supervision techniques, and applicable employment laws (federal, state, and local). Knowledge of labor relations, including interest-based or collaborative negotiations with unions. Understanding of industrial injury claims processes. Expertise in budget development, management, and monitoring. Knowledge of strategic planning techniques for short- and long-term objectives. Familiarity with policy development and customer service principles. In-depth understanding of mass transit safety standards and regulations. Ability to develop and apply performance and operational standards and targets. Exceptional verbal and written communication skills. Strong mentoring and coaching abilities. Cultural competence and ability to build relationships with diverse individuals and groups. Ability to work independently and collaboratively within a team. Proficiency with business applications, including Microsoft Office Suite. Desirable Qualifications Bachelor’s degree in business, Public Administration, Engineering, or a related field. Progressively responsible experience in the rail industry, including supervisory or management roles.
