Overview
The Project Manager - Parks and Recreation oversees, coordinates, and manages all project logistics for city approved parks and recreation contracts and projects. Coordinates with project architects on all mechanical HVAC, electrical, and plumbing related projects, permitting, and general scheduling to ensure efficient project delivery.
Essential Functions
1 Manages complete project scope, development, time scheduling, consultant selection and contract documents management.
2 Develops and manages contracts; consults with managers, vendors and contractors
3 Coordinates the design, bidding and construction phases of projects.
4 Ensure plans and specifications are in accordance with City standards.
5 Manages, coordinates, and facilitates parks and recreation mechanical HVAC, electrical, and plumbing projects and mechanical HVAC, electrical, and plumbing activities for the City of Dallas; monitors construction and installation activities, aids PKR internal staff, and manages project scope and completion.
6 Tracks and oversees the implementation of parks and recreation department Job Order Contract contracts; provides initial approval of Job Order Contract projects, monitors schedules, manages overall budget for Job Order Contract projects, and works with project architects/engineers to address issues in the field.
7 Learns and implements new processes and procedures to enhance and support the parks and recreation goals of the City; participates in professional development and program management to ensure highly skilled project management
8 Manages, monitors, and plans parks and recreation Job Order Contract project budgets; and help determine if Job Order Contract requirements are being met.
9 Reviews, processes, and handles internal requests for the parks and recreation department regarding mechanical HVAC, electrical, and plumbing challenges that may arise due to weather related conditions, obsolete equipment, or failed HVAC/Electrical/Plumbing systems.
10 Provides timelines to implement solutions to any of these obsolete or failed mechanical HVAC, electrical, or plumbing equipment in PKR facilities.
11 Participates in the mechanical HVAC, electrical, and plumbing design process to help project architects/engineers to achieve energy efficiency on HVAC/Electrical/Plumbing projects and to help city find innovative ways to energy efficiency thus reducing the city's carbon footprint per mandates of Dallas Comprehensive Environmental & Climate Action Plan (CECAP).
12 Provides direction for other staff involved in parks and recreation projects and initiatives.
13 Reviews, processes, and handles internal requests for the parks and recreation department regarding Fire Alarm systems
14 Performs all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of City parks and recreation goals and objectives.
2 Knowledge of parks and recreation planning and contract development.
3 Knowledge of project management and coordination.
4 Knowledge of budget development and implementation.
5 Ability to interpret and apply contract specifications.
6 Ability to work with technical and construction staff to implement project goals.
7 Communicating effectively both verbally and in writing.
8 Establishing and maintaining effective working relationships.
Experience
Five (5) plus years of experience in project management, parks and recreation, or engineering/ construction management-related field and two (2) plus years project management responsibilities.
Licenses and Certifications
Texas Driver's License
Education
Bachelor's Degree in Science, Engineering, or Construction Management,.
Salary Range
$85,183.59 - $106,479.49
