Job Description DEFINITION Under the direction of the Board of Education, serves as the Chief Executive Officer for the Board and secretary of the Governing Board, and manages daily operations of the school district. ESSENTIAL DUTIES • Serving as the Chief Executive Officer of the District. The Superintendent shall be delegated powers and duties necessary for efficient management and administration of the District to the full extent permitted by law. The Superintendent shall have the authority to organize and arrange the administrative and supervisory staff, including instruction, business, and operations affairs, which best serve the District. The responsibility for selection, placement, and transfer of existing personnel shall be vested in the Superintendent, subject to approval by the Board. In the event the Board does not approve the Superintendent's recommendations, the Superintendent shall submit an alternative recommendation. Working with the Board, District personnel, families, and the public to develop recommendations and, subject to Board approval, to develop short-range and long-range goals with specific criteria for determining effective achievement and evaluating outcomes. Representing the interests of the Board and the District in day-to-day contact with parents, residents, community service, and District support organizations, and community and governmental agencies. Providing leadership, guidelines, and direction to ensure that Board policies related to curriculum, instruction, pupil services, personnel, budget, and business affairs are carried out. Reporting regularly to the Board information regarding student learning and providing analysis of student achievement and test scores. Reviewing policies adopted by the Board and making appropriate recommendations to the Board for addition, deletion, or modification. Evaluating employees directly accountable to the Superintendent and overseeing the evaluation of other employees as required by California law and Board policy. Providing leadership and direction in planning and financing school facilities to meet demographic and enrollment needs. Advising the Board and making recommendations regarding possible sources of funds that may be available to implement present or contemplated District programs. Maintaining and improving professional competency, including study of appropriate periodicals and joining and/or participating in appropriate professional associations and their activities. Establishing, maintaining, and personally participating in an effective community relations program, including relationships with the media, with the community, and with District support organizations. Communicating openly, systematically, and promptly to the Board, staff, and the community, and promptly informing the Board of significant issues or incidents. Providing educational leadership to ensure quality teaching and learning. Performing other duties and functions normally associated with the position of Superintendent as assigned by the Board. QUALIFICATIONS Knowledge of: Current State curriculum and graduation standards. Modern principles and practices of public school administration, principles of accounting, budget preparation, and administration. Working knowledge of Personnel policies and procedures. Laws, regulations, and procedures governing school district administration. State and Federal laws regarding school finance, business operations, and personnel operations. Collective bargaining legal requirements and negotiation procedures. Brown Act procedures. Applicable Education Code rules and regulations. State attendance rules and regulations. Ability to: Provide effective visionary leadership and strategic planning to focus personnel and material resources towards the primary goal of outstanding quality education for students. Express commitment to promote the concept that all students have identifiable talents/skills, which will be emphasized throughout the educational program. Understand that change is vital in any organization and that necessary change can best take place when those affected by the change are actively involved in the process. Understand the importance of keeping the Board informed regarding issues and problems and providing the Board with recommended solutions to facilitate the Board’s decision-making processes.
