This position will supervise an office or field engineering staff (approx. team of 5-8) in conducting technical studies and investigation of environmental control problems that require the application of a small to moderate sized subordinate staff or involve facilities and systems that are not diversified in scope or of a highly complex related to National Pollutant Discharge Elimination Systems. We invite all qualified candidates to apply.nnEssential FunctionsnnServes as designated Working Supervisor/Technical Expert to the engineering staff in the Municipal Unit A, PermitnSection, Division of Water Pollution Control, Bureau of Water (BOW).nConducts timely reviews of municipal construction and operating permit applications for highly complex municipalnwastewater facilities consistent with all State and Federal laws, rules, and regulations.nServes as a Technical Expert providing assistance/guidance to Agency Staff/officials/consultants regarding highlyncomplex, sensitive, and controversial issues for the Unit.nRepresents the BOW in rulemaking and regulatory relief proceedings before the Illinois Pollution Control Boardn(IPCB);nPrepares/reviews documents for submission to BOW management and other State and Federal governmentalnofficials.nPerforms other duties as assigned or required which are reasonable within the scope of the duties enumeratednabove.nnMinimum QualificationsnnRequires knowledge, skill, and mental development equivalent to completion of four years of college with a bachelor'sndegree in an engineering science. Typically, the subject matter would involve the type of coursework associated withnenvironmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrologynspecialties), general, industrial, mechanical, chemical, public health, electronic, acoustical, or aeronautical engineering ornengineering mechanics or a closely related engineering specialty.nRequires possession of Illinois certificate as a registered professional engineer.nRequires four years of professional engineering experience related to working with complex engineering problems.nA master's degree in engineering or business administration may be substituted for two years of professional experience.nnPreferred Qualifications (In Order of Significance)nnPrefers at least four (4) years of experience to supervising the activities of a technical staff in a private or publicnorganization.nPrefers at least four (4) years of experience explaining and interpreting permitting laws, policy, and regulations in a publicnor private organization.nPrefers at least four (4) years of experience in interpreting and applying relevant laws, rules and regulations pertaining tonissuance of National Pollutant Discharge Elimination System (NPDES) permits.nPrefers at least four (4) years of experience consulting with and advising members of public and private organizationsnconcerning the application of engineering standards and procedures to design, construction, operation and maintenance ofnfacilities and systems for the control of environmental conditions.nPrefers at least four (4) years of experience reviewing and evaluating permitting reports for completeness and accuracy ofnengineering detail.nPrefers at least four (4) years of experience developing and maintaining effective public working relationships.nPrefers experience utilizing a personal computer with knowledge of Microsoft Word, Excel and Access software.nnSpecialized Skills (Used for certain BU Employees only)nnOf the four years’ required experience: requires four years’ experience in the review and issuance of National PollutantnDischarge Elimination System (NPDES) permits; experience in preparing, reviewing, or approving construction/operatingnpermits; experience in applying relevant State and federal laws, rules and regulations.nnConditions of EmploymentnnRequires a current and valid driver’s license.nRequires the ability to travel.nRequires the ability to pass a name-based background check.nCertain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
