In this role as an

Applications Systems Specialist I,

you will join the NCDIT team that supports the Division of Marine Fisheries (DMF). This role is responsible for designing, developing, and maintaining agency-level applications and complex database systems supporting the mission of the North Carolina Department of Environmental Quality (DEQ).

Duties Include, But Are Not Limited, To

Architecting, developing, and maintaining agency-wide application systems in alignment with DEQ standards Designing and managing relational databases, ensuring high data integrity and optimized performance Leading application development efforts using common programming languages Performing system analysis, gathering requirements, and translating business needs into technical solutions Leading projects as the technical lead, mentoring junior staff, and collaborating with cross-functional teams Providing second- and third-level application support and resolving high-complexity technical issues Documenting designs, processes, and developing Standard Operating Procedures (SOPs) in compliance with state IT standards

About The Division

Due to legislation passed by the N.C. General Assembly, the NC Department of Information Technology (NCDIT) is required to manage most of the enterprise information technology functions in the executive branch. Unless otherwise exempt in legislation, most IT professionals currently working in state government agencies will work in service of their original agencies as employees of NCDIT.

The IT Division of the North Carolina Department of Environmental Quality (DEQ) leads IT professionals in supporting the department's mission. The division develops IT strategic plans, policies, and programs that align with business strategies, integrates security controls and best practices, and manages a complex portfolio of over 100 applications. It also implements short and long-term IT goals, assesses new technologies, and plans IT roadmaps and architecture. The division is responsible for creating and implementing solutions for the department's business needs, including the design and development of internet, intranet, server-based, and cloud applications. Additionally, it provides training, troubleshooting, and recommendations for new or upgraded systems. The IT Division ensures day-to-day support for applications, websites, and other IT services such as desktop support, LAN/WAN, hosting, and printers.

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development

OR

High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development

OR

an equivalent combination of education and experience

NCDIT uses the Merit-Based Recruitment and Selection Plan to fill posted positions. Hiring salary will be based on relevant qualifications, internal equity, and budgetary considerations pertinent to the advertised position.

Employment at NCDIT is contingent upon a satisfactory background check. Applicants seeking Veteran's Preference must attach a DD form 214, Certificate of Release or Discharge from Active Duty, along with your application. Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing. If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions, you must attach either a DD256 or NGB 22. Hybrid/Flexible Work Schedules

At NCDIT, we are dedicated to fostering a collaborative and flexible work environment, offering a hybrid remote work option for positions that are conducive to remote flexibility. If you do not currently reside within a reasonable commuting distance of the assigned duty station, new hires are granted up to 120 days from their start date to relocate.
