WIC IT Applications Lead
works under the direction of the IT Applications Manager with extensive latitude for the use of initiative and independent judgment to analyze, develop and
maintain complex web systems and applications
for the Women, Infants and Children (WIC) program.
Acts as a technical lead to support and coordinate ongoing development and maintenance of the programs in the WIC application portfolio.
Analyzes business and system architectural requirements to prepare detailed solutions to problems as well as develop and maintain the applications supporting the program area using modern programming languages and database technologies. Responsible for integrating diverse data elements and sources and recognizes and proactively resolves probable conflicts. Produces innovative solutions for a variety of complex problems. Follows all aspects of the software development life cycle (SDLC) process relevant to the agencys IT systems. Performs quality control measures for in-house programming efforts and provides technical assistance to programming personnel. Uses project tracking software to report status and manage resources. Maintains, identifies, and supports security access controls according to stated policies and procedures. Participates effectively on cross-functional teams in a spirit of cooperation and flexibility. This position is classified as a fulltime position (40 hours a week). Performs other duties as assigned. Must be willing to work from an HHS office located in Austin 3, or more, days per week designated by the hiring manager. Essential Job Functions (EJFs): 35% - Responsible for coding, testing, and supporting highly complex applications to meet customer needs. This support includes analyzing and solving production problems as described by the customer and customer support staff to keep the customers operational, as well as ongoing maintenance and enhancements to production software. 25% - Prepares or oversees the preparation of detailed structured data flow diagrams and relational database management designs to satisfy new software demands of the State and Local Agencys systems. Performs reviews of the architecture, design, and documentation of WIC web applications. Develops and maintains functional and technical specifications by preparing computer system diagrams, machine logic flowcharts, and other descriptive material to be used in programming specifications and system documentation. 20% - Evaluates existing and proposed computer applications to verify that business requirements are being satisfied. Ensures equipment configurations, architectural requirements and best practices are taken into account. Analyzes business processes, equipment, and techniques for applicability, reliability, efficiency, performance, cost, and flexibility. Coordinates, with appropriate management involvement, use of application interfaces with other sections within the Department as well as between State Agencies. 15% - As a technical lead presents project updates to the manager, coordinates assignments, notifies manager of workload problems, and makes sure internal deadlines are met. Ensures that internally developed software is consistent with Agency and Department of Information Resources (DIR) policies and standards. Develops expertise in a variety of programming tools to meet the needs of the Branch, including staying informed of the latest enhancements and programming techniques in assigned areas of responsibility. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge, Skills and Abilities (KSAs): Knowledge developing applications in Visual Basic, VB.NET, C#, MVC, Visual Studio, SQL Server Knowledge of Web Applications using IIS, Java Script, jQuery, ORM, CSS, HTML, and PHP Knowledge of Database design using Microsoft SQL Server Knowledge of SQL scripting, SQL syntax, and SQL programming Knowledge of Security Protocols to detect and prevent unauthorized access to web systems. Knowledge of Microsoft PowerShell Knowledge of Microsoft SharePoint Skill in analyzing existing systems and identifying new systems and services to improve operations. Skill in writing stored procedures and functions. Skill in developing and documenting application test plans based on software requirements and technical specifications. Skill in writing complex programs for enterprise web applications. Skill in written and verbal communications. Ability to analyze problems and develop solutions. Ability to work under stressful conditions with multiple projects and deadlines. Ability to perform detailed work accurately and in accordance with standards. Ability to effectively work independently or with others in a team environment. Ability to work and communicate effectively with others. Ability to analyze and work with large amounts of data. Registrations, Licensure Requirements or Certifications: NA Initial Screening Criteria: Experience developing applications in VB.NET, C#, Visual Studio and SQL Server. Experience developing web applications using IIS, Java Script, ORM, CSS, PowerShell and SharePoint. Bachelor's Degree, or equivalent, and 5+ years work experience as a software developer, software engineer, or systems analyst. Experience with Texas Health & Human Services Commission legacy data, databases and applications preferred. Additional Information: Any employment offer is contingent upon available budgeted funds.
