$175,000.00/yr - $225,000.00/yr Clearance Required: TS/SCI Education: Bachelor’s Degree in Engineering Experience: 10+ Years of Relevant Systems Engineering Experience Position Summary: We are seeking experienced Systems Engineer IV candidates to provide senior-level technical leadership and strategic systems engineering support. These positions will support the PEO Technical Director (TD) in delivering integrated technical strategies, capability integration, and IT transformation across a portfolio of critical Navy programs. The successful candidates will possess a deep understanding of systems-of-systems (SoS) integration, acquisition support, and digital modernization initiatives, with the ability to operate effectively at the executive level within a classified TS/SCI environment. Key Responsibilities may include: Technical Direction & Capability Integration Provide systems engineering and portfolio analysis to support C4ISR capability development and integration. Support SoS capability alignment with Navy Fleet CONEMPS, mission threads, and Naval Operational Architecture. Assess acquisition strategies, technical policy, and POM issue development to accelerate capability delivery. Acquisition & Documentation Support Review program office documentation and provide technical and strategic direction. Support acquisition policy alignment, production investments, and innovation strategies. Manage and maintain PEO artifacts and provide knowledge management support across Government platforms (e.g., SharePoint, Teams). Integrated Technical Support Conduct independent program assessments to identify integration risks and opportunities. Participate in technical working groups, summits, and ACTs, preparing documentation and tracking actions. Facilitate technical discussions, develop executive summaries, and deliver white papers to support fleet and leadership engagements. IT Transformation & Software Modernization Support initiatives in Zero Trust, Cloud Computing, DevSecOps, and Windows 11 Migration. Analyze commercial IT solutions and recommend best practices for enterprise IT modernization. Support digitalization efforts using M365 tools, including SharePoint and Flank Speed, to optimize processes. Data and Digital Readiness Support AI/ML and data analytics implementation through improved data architectures and governance frameworks. Develop metrics, dashboards, and decision-support tools to enhance technical insight and readiness reporting. Science & Technology and Capability Gap Assessment Analyze S&T trends and assist in developing long-range technology plans and roadmaps. Coordinate with ONR, WDCs, and external stakeholders to align emerging technologies with Fleet needs. Support NCIP-IW mission area analysis and recommend investments for new capability development. Operational Integration & Mission Thread Support Support Distributed Maritime Operations (DMO), Fleet Design, and Naval Tactical Grid evaluations. Recommend interoperable solution architectures integrating weapons, sensors, and C4I systems. Provide POM development analysis, linking CNO and Fleet capability gaps to budgetary priorities. Strategic Communication & Leadership Reporting Develop technical reports, strategic communications, and performance metrics for senior Navy leadership. Assist in preparation for briefings to Flag/SES leadership and maintain action tracking from enterprise engagements. Required Qualifications: Bachelor’s degree in Engineering from an accredited institution. 10+ years of experience in systems engineering within the DoD or Navy acquisition environment. Active TS/SCI clearance. Demonstrated experience supporting large, integrated C4I or similar defense systems. Knowledge of DevSecOps, IT transformation, and software modernization practices. Proficiency with M365 tools and digital collaboration environments. Preferred Qualifications: Master’s degree in Systems Engineering, Computer Science, or related field. Prior support to PEO C4I or other NAVWAR organizations. Familiarity with NCIP, POM development, and Navy capability integration processes. Experience facilitating technical meetings and writing technical white papers and executive briefs. Location and Work Environment: Primary Work Location: San Diego, CA.
