IMPORTANT: EM-07 (Appointment may be made at any rate within the salary range from $9,539 to $13,574, per month at which appropriate qualified applicants can be recruited.)

Provides administrative and technical direction over all activities of a major and complex engineering division and/or acts as a consultant on complex and technical engineering problems in a department; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility in directing the activities of a major and complex engineering division; serves as the principal engineering specialist in providing consultative services in technical research and long-range planning of public works projects. The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

Directs and administers through subordinate supervisors extensive engineering activities, and establishes internal operational policies and procedures and determines priorities; participates in conferences and meeting with key management and technical officials to discuss and reach agreement on important technical proposals; meets with engineering staff to keep them informed on current and future projects, policy and procedural matters; renders decision on problem situations and reviews engineering work submitted; anticipates the need for and initiates recommendations for long-range projects; serves as technical expert on committees considering important engineering matters; directs program planning and evaluation activities; recommends changes in organizational and functional structure and staffing to assure maximum efficiency in the use of allotted funds, manpower and equipment; acts as a consultant on complex and technical engineering problems concerning all major engineering projects such as drainage, flood control, highway systems, structural design, sewer and waste water treatment plant construction, water development and treatment, etc.; conducts special research and engineering planning studies; interprets and analyzes test results and makes appropriate recommendations; review and analyzes technical reports and advises the Director on the course of action to take; recommends contracting for specialized engineering services; prepares and/or directs the preparation of technical and administrative reports and correspondence. Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in civil, electrical, mechanical, or structural engineering and six (6) years of engineering work experience as a registered professional engineer, two (2) of which shall have included administrative experience.

License Requirements: Registration as a professional engineer at the time of filing; and possession of a certificate of registration as a professional engineer in the State of Hawaii prior to completion of probation.

Selective Certification: Specialized experience and a professional engineer license in a specific field may be required to perform the duties of some positions. For such positions, certification shall be restricted to eligibles who possess the pertinent experience and professional engineer license required to perform the duties of the position.

Knowledge of: principles and practices of engineering, including engineering theory and precedent application both in general and in the area of specialization; other branches of engineering as they affect and relate to the area of specialization; laws, rules, regulations, policies, and procedures applicable to the area of specialization; principles and practices of administration including budget planning, personnel, and policy formulation and implementation.

Ability to: plan, organize, and direct the work of a large number of engineering and technical employees; develop major engineering work programs; prepare and justify budget requests; prepare administrative and engineering reports and correspondence; correlate extensive technical background of experience in engineering theories and practices; with an expert knowledge of policy and procedural considerations; recognize and pursue critical developments, and analyze and interpret the theoretical significance and potential application of experimentation and research; evaluate work progress and visualize future program needs; deal effectively with others.
