ROLE
We are seeking a Software Engineer to support the Congressional Budget Office (CBO) in Washington, D.C. You will provide remote and occasional on-site technical support to the Information Resources Management and Technical Services Unit, assisting with the full software development lifecycle. Responsibilities include building and maintaining secure, scalable web applications, managing backend systems, and automating deployment processes in compliance with CBO cybersecurity and operational requirements.

RESPONSIBILITIES
Support IRM&TS management in delivering technical solutions for software development and maintenance Collaborate with development teams to resolve issues and optimize application performance Conduct and monitor software performance tests to identify bugs and performance bottlenecks Analyze test results and recommend solutions to address identified problem areas Install and upgrade software products in accordance with CBO guidance Develop scripts to enhance the functionality and appearance of web applications Provision development environments across local, virtual, and cloud-based platforms Create and maintain deployment scripts and artifact repositories for application rollouts Automate routine development tasks such as code formatting, testing, and linting
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
Strong skills developing application and backend services using C#, ASP.NET MVC, Web API, JavaScript, jQuery, Node.js, CSS, Cloud AWS, SQL, and GitHub Enterprise Proficiency in building web applications using ASP.NET Core Proficiency in using Razor syntax for dynamic content generation in views Understanding of ASP.NET Core middleware and ability to implement custom middleware Knowledge of dependency injection principles and practices in ASP.NET Core Familiarity with ASP.NET Core security features, including authentication, authorization, and data protection Proficiency in using jQuery for DOM traversal and manipulation Proficiency in using Bootstrap’s grid system for layout design Knowledge of Bootstrap components (modals, carousels, navbars, etc.) and customization techniques Ability to customize Bootstrap themes using CSS and SASS
REQUIRED EXPERIENCE
Experience in automating tasks using scripted languages such as Bash, PowerShell, or Perl Experience developing and maintaining web services, including MVC, WCF, and Web APIs Experience designing and maintaining user interfaces (UI) with HTML, JavaScript, CSS Experience working with JavaScript libraries such as jQuery, Node.JS, Chart.js, Bootstrap Experience developing and maintaining data in relational databases Heavy SQL experience with Stored Procedures, Functions, and performance tuning Experience developing RESTful APIs using ASP.NET Core Web API Experience with jQuery event handling for interactive interfaces Expertise in making asynchronous HTTP requests using jQuery’s AJAX methods Experience integrating and customizing jQuery plugins Experience developing responsive web applications using Bootstrap
EDUCATION
High school Diploma or equivalent required Bachelor's degree in an IT-related field preferred
