The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG’s support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation’s strategic resource objectives. From policy to practice, we are a team of economic and national security professionals providing innovative solutions for our Nation’s most pressing security challenges.
This project aims to enhance the capabilities of the Department of Commerce’s Bureau of Industry and Security (BIS) in conducting technical analysis, research, data analytics, data visualization, and technical support specifically for BIS Export Administration (EA) Office of Technology Evaluation (OTE) and the Office of Strategic Industries and Economic Security (SIES). We have an immediate need for a Senior Supply Chain/Economic/Compliance Analyst to provide onsite support at the Herbert C. Hoover Building (HCHB), Washington, DC.
Responsibilities
The candidate will support BIS in advancing U.S. national security, foreign policy, and economic objectives. This role plays a crucial part in ensuring an effective export control and treaty compliance system while promoting continued U.S. strategic technology leadership. The Analyst will conduct analytic support for industrial base surveys, risk assessments of national defense supply chain capabilities, and analyses of export policy and national security controls. Will apply expertise in data analysis, survey methodologies, U.S. export policies, and all-source research related to the defense industrial base and trade remedies. Conduct all-source research utilizing government and commercial databases to assess the defense industrial base and trade remedies. Manipulate diverse datasets and perform advanced supply chain analyses to extract insights on emerging technologies and U.S. industrial competitiveness. Design, implement, and analyze industrial surveys; ensure compliance through outreach to industry stakeholders. Gather, clean, and synthesize survey data with other datasets; create charts, graphs, and comprehensive reports that support government policy decisions. Evaluate the impact of export controls on U.S. national security and industrial competitiveness; conduct studies involving complex variables related to export policies. Collaborate with industry and stakeholders to gather insights and respond to RFI and Section 232 investigations. Draft and edit chapters for industrial base reports and prepare technical documentation, presentations, and briefing materials for stakeholders. Provide project management support for Congressional reports and follow-up assessments. Monitor and evaluate research data on critical technologies relevant to U.S. competitiveness and security. Develop and maintain strong interpersonal relationships with stakeholders and engage in effective stakeholder management.
Qualifications
Required:
4+ years of experience with a Bachelor’s degree OR 2+ years of experience with a Master’s degree. Active Top Secret clearance with SCI eligibility. Experience using Excel, Power BI, and other advanced data analysis tools. Excellent communications skills (written and verbal). Able to thrive in fast-paced environments: taking initiative in goal setting, tracking metrics, and driving progress.
Desired
Program Management experience. Project Management Professional Certification (or similar). Knowledgeable in Section 232 investigations, defense industrial base dynamics, emerging technologies, tariffs, industrial base, and trade policy. Familiarity with Regulations.gov, Federal Register Notices, Export Administration Regulations (EAR), and the Commerce Control List (CCL). Understanding of Supply Chain Risk Management. Recommended tools include Global Trade Atlas, Palantir, LexisNexis, Bloomberg Terminal, and Dun & Bradstreet.
